The purpose of this study is to clarify the causal relation of educational environment to affective traits. Educational environments were divided into home and school factors. Author established several variables for school factors, such socioeconomic status of home, home environmental perception, and for school factors, such as school & classroom environmental perception, and teacher's peculiarity. On the other hand variable for self-concept was established for affective traits as a main concept. The study focussed to investigate the relationships among independent and dependent variables mentioned above, especially on following area. 1. Differences between background of individual life (socio economic status of home and regional group) and affective traits (by perceptivity on educational environment) 2. Degrees of effect for affective traits (self concept) to educational environments. 3. Causal relationships between affective traits (self concept) and environmental factors. 4. Causal relationships between environmental factors. The data for this study was sampled 1,462 boys and girls of middle school second grade, and from different regions such as, metropolitan area, small and medium city, and rural region. The sampled date were processed on E.D.P.S. by SPSS program and the findings, as a conclusion were as follows. 1. The result of analysis on background of individual life V.S self concept appears the higher socio economic status shows the higher self concept. Also the upperpositive perception groups of perceptivity on home environment, school environment, classroom environment, and teacher's peculiarity shows the higher self concept. 2. The result of analysis on the effect of self concept to the educational environment appears 22.6% of home environmental perception to self concept and 30.8% of other variables. 3. The result of causal relation analysis of self concept to educational environment appears as follows, home environmental perception →self concept, teacher's peculiarity perception →self concept, school environmental perception →self concept, classroom environmental perception →self concept. Result, mentioned above represents the two main variables that influenced to self concept were home environmental perception and teacher's peculiarity perception. Also the analysis shows the path of inter environmental varables as follows, socio economic status of home →home environmental perception →teacher's peculiarity perception →school environmental perception →classroom environmental perception.
지방분권과 균형발전을 위한 행정구역 개편 -일본 사례를 통한 시사점을 중심으로-

Over the past decades there has been an increasing demand for decentralization in order to promote the balanced regional growth in South Korea. However, several previous studies have raised concerns regarding the disparity between municipalities as the deviation of power from central government could give wealthy municipalities a clear advantage. The purpose of this study is to better understand the relationship between decentralization and balanced regional growth by examining the Great Heisei consolidation in Japan trying to enact large scale municipal restructuring in association with the promotion of decentralization. In particular, much attention is to be paid to the fact that Japanese central clearly understand the municipalities with small population size could be in a disadvantageous position during the decentralization process so that it has a policy of encouraging mergers to make the municipal system more efficient. Lessons from the case study are summarized in this study in relation to the South Korea’s efforts towards the decentralization. 최근 지방의 인구감소 위기가 점차 심화하면서 지방분권을 확대해야 한다는 목소리가 점차 커지고 있다. 현 정부에서도 ‘재정분권 추진’, ‘「지방이양일괄법」제정’ 등을 통해 분권을 위한 여러 노력을 기울이고 있지만 분권이 오히려 국토 불균형을 악화시킬 수 있다는 우려를 담은 연구도 나오고 있다. 이들 연구는 분권에 앞서 지역 간 격차를 줄이는 선제 조치가 필요함을 강조한다. 지역의 위기를 극복하기 위한 분권 논의와 관련하여 본 연구에서는 우리나라보다 먼저 지방분권을 추진했던 일본의 사례를 살펴보았다. 일본의 지방분권은 국가적 경제위기 속에서 중앙정부의 재정부담을 줄일 목적으로 추진되었다는 점에서 우리나라와는 맥락이 다르다. 하지만 분권 추진 과정에서 행정구역 개편을 통한 공간구조의 재편을 매우 중요하게 고려하였다는 점은 우리가 주목할 만하다. 본 연구는 일본의 분권추진 과정에서 나타난 행정구역 개편 노력을 비판적으로 고찰하고, 일본 사례가 우리나라 분권 논의에 주는 시사점을 도출하였다
