A policy is "a social practice", solving problems and guiding change in a society. Thefore, policy study divided into several stages such as policy-making, policy implementation, and policy-evaluation. But the Agenda-Setting stage which is a beginning stage of the policy study has been much neglected up to date. The purposes of this article are 1)to describle the agenda-setting process', 2)to set up the model which is re-oganized by Cobb's Modle, and 3)to apply this model to the real-cases. Policy agenda-setting process is defined as the process of getting the public problems to formal agenda status, and the type of the process can be classifed as 1)outside initiative model, 2)mobilization model, and 3)inside-access model, which are defined by Cobb & Elder. Therefore, adopting Cobb's Model, this article analyzes the realcases which are Seoul-Pusan Highway Construction Project, the 1968 Education Revolution, and Massan Free Export Zone. The first case confains the category of the mobilization-model, the second case the category of the outside initiative mode1, and the third case the aategory of the inside access model.

The reform of education system has been demanded by each social unit accompanied with other innovation such as politics, economy and military aspect. Thus government has put into operation the education autonomy system for three years, because state development depends on international competativeness of education system. But some problems were exposed on the course of operation as follow ·the gurantee of education independance and autonomy from general administration ·how the education autonomy is planned to be connected with school autonomy by citizen participation ·the relationship between fuction of education and that of general administration, local council particulary ·the composition of local education commitee ·the power distribution between decision-making in stitution and execution agency in the education administration and so forth. Therefore this paper classify above mentioned problem in the aspects of organization, personnel and finance by investigating the related law. thereafter this study presents the direction of education reform which can embody the unique principles of education such as local power distribution, control by citizen, separation and independance, special management The results shows as below 1) in the dimention of central education administration ·faithful carrying out the education reform scheme pleadged publicly during president election campaign ·granting the speciality to personnel management and organizational design ·allocating and distribution of power to subodiante agency with securing its responsibility 2) in the dimention of local education autonomy system ·reparing the existing device for insuring independance, speciality and political neutrality in local education ·expanding the local education autonomy to basic unit: city, council, district ·coordinating the fuction of decision-making between local council and education commitee which have to be elected by citizen ·legislating obligation of local autonomy agency for amplifying the local education finance
레인지 후드 연동 보조 급기 장치의 조리 시 발생하는 미세먼지 제거 성능 평가

The cooking-generated particles are major indoor sources of air pollution. Recently, the performance of the range hood is focused on particle removal performance. Range hood with an auxiliary air supply system can improve the fine and ultrafine particles removal efficiency by making a supply air during cooking activities. The particles were measured in the experimental building by varying ventilation types. Only operating range hood during the cooking activities was not enough to reduce the cooking-generated particles. Despite operating range hood systems, fine and ultrafine particle concentrations were maintained when cooking was finished. The range hood with a make-up air supply system can reduce the indoor particle concentration below background conditions when those systems were operated after cooking. In this study, the assessment of cooking-generated particle removal efficiency of the range hood with an auxiliary air supply system was conducted. The removal efficiency of ultrafine particles showed trends similar to the removal efficiency of fine particles.
