19세기 말 『各國約章合編』의 간행과 지방반포에 대한 고찰 = A Study on the Publication of Gakgukyakjanghappyeon at the End of the 19th Century and Its Distribution from the Central Government to the Local Authorities

Gakgukyakjanghappyeon(各國約章合編) - a compilation of agreements with different countries - was the official reference book by the central government used to resolve issues when there were diplomatic or trade issues. This book contained a compilation of newly made agreements, detailed rules and regulations with different nations. It was edited and revised with time as things changed.
This paper described a series of contents regarding the publication of Gakgukyakjanghappyeon Specifically, it looked at the details of publication, and examined the woodblock-printed book and how it was organized. Furthermore, how this book was distributed to different localities was examined by looking at its contents, and also, the purpose of distribution, the number of copies distributed, and the price of the book were estimated.
With the opening of the country’s ports, Gakgukyakjanghappyeon was published by the central government to handle this new change. The book was used as the official guide for how to deal with actual diplomatic and trade disputes should they occur. Therefore, working-level officials with the central government or with the localities had to familiarize themselves with the contents of the book. Accordingly, it is deemed that the central government published and distributed Gakgukyakjanghappyeon to help these officials settle these disputes.
