본 연구는 우리 나라의 시각장애학교와 청각장애학교의 과학교육 환경실태와 초등부부터 고등부까지 실시되고 있는 과학교육 지도수준의 실태를 설문을 통하여 조사하고, 미국의 과학교육 프로그램을 소개하여, 우리 나라 특수학교에서의 과학교육의 현실을 알아보고, 시각장애학생과 청각장애학생을 위한 과학교육계획 수립에 도움을 주고자 실시하였다.
우리 나라 시각장애학교와 청각장애학교의 중·고등부에서는 일반학교보다 적은 시간을 과학교과에 배경하고 있었다. 과학교사가 절대 부족하여 1명, 또는 2명의 교사들이 중·고등부 전 학년의 과학교육을 담당하고 있었으며, 상당수의 교사들이 특수학교에서 과학을 가르칠 수 있는 자격을 갖추고 있지 않았다. 대부분의 교사들이 과학교과서의 과다한 학습분량과 높은 수준 때문에 교과서의 많은 내용을 줄여서 가르치거나 교과과정에서 제외하고 있었다. 보다 양질의 과학교육이 이루어지기 위해서는 과학실험에 필요한 기자재의 보급 뿐 아니라 우수한 과학교육 프로그램의 개발이 무엇보다도 중요한 것으로 나타났다.
미국에서는 많은 연구기관들이 특수아동을 위한 과학교육 프로그램을 개발하고 있었고, 전자전산망을 통해 개발된 프로그램과 그에 관계된 많은 정보를 보급하여 서로 공유하고 있었다.
본 연구 결과를 토대로 한 제언을 다음 6가지로 요약할 수 있다.
1. 특수학교는 특수교육을 필요로 하는 학생들에게 과학이 중요한 과목임을 인지하여야 한다.
2. 시각장애학교와 청각장애학교에서 과학을 가르치고 있는 교사는 반드시 특수교육은 물론 과학교육 자격증을 가지고 있어야 한다.
3. 특수교과서는 폐지되어야 한다. 특수교과서의 제작보다는 학생들의 개별적인 요구에 부합하는 다양한 과학교육 프로그램의 개발이 보다 바람직하다.
4. 시각장애학생 또는 청각장애학생을 위한 과학교육에는 일반과학교사와 과학자의 참여가 필수적이다.
5. 학생들의 사기를 높일 수 있는 다양한 과학행사를 마련하여야 한다.
6. 행정적, 재정적 지원이 시급하다.

Korean science education for visually or hearing impaired students is investigated for analysing present situation of the science education environment in Korea with comparing the science education programs in the United States of America(U.S.A.). The Korean situation was performed through the questionaire collected from the science teachers in the special schools. In Korea, it appears that schools for visually or hearing impaired students do not provide enough time to teach science in comparison with regular schools for normal students. Because of the insufficient number of science teachers, only one or two teachers are in charge of teaching all the students both in middle and high schools. Many secondary teachers usually do not have the qualification in teaching science for students with disabilities. In addition, most of the science teachers do not teach the course according to the proper cumculum. They intensionally reduce contents and sometimes even exclude teaching certain subject matters. The most important thing for better quality in science education is development of upgraded science educational programs, as well as materials for science experiments. In U.S.A, many research institutes have developed the science education programs for students with disabilities and have shared these information through the World Wide Web network. The following aspects are proposed on the basis of this study.
1. The school for students with disabilities should recognize that teaching science to their students is very important.
2. The teacher who is teaching science to blind or Deaf students should have a qualification for teaching students with disabilities as well as a degree in science education.
3. There is no need to provide a special science text for blind or Deaf students. Rather, additional programs should be developed to assist their indivisualized needs.
4. Scientists and science teachers who are teaching regular students should take part in the sience education for blind or Deaf students.
5. There should be various events developed to raise the student's morale.
6. Administrational and financial support should be offered without a moments delay.
