Security issues that protect cyberspace from hacking and terrorism have often been discussed at the national security level. In the 2010s, however, international cooperation began to be actively discussed. This paper seeks to answer these questions. To this end, this paper pays attention to the role of the UN’s Group of Government Experts, which led the international cooperation and cyber security discussions, and insists that the progress of cooperation in cyber security is being made due to the change of perception by the factors of diversified international society.
Theory of this research is based on the Finnemore’s “Organizational Platform” that cooperation is possible through the nation-wide necessity from a neoliberalism and also along with the constructivist view. Cyber security is seen as enabling cooperation by nationwide necessity. This paper argues that the three factors that this paper argues for have formed a place of cooperation from domestic to international discussions.
This paper argues that the growth of the cyber security group and the UN’s Group of Government Experts have paved the way for the nation’s cooperation on cyber security, and the cooperation and consensus of the nations was possible at the time of the turning point of cyber security discussion.
