【Abstract】


A Study of industrial location factors
between Yangju city and Ansan city

In this study for improved policy of industrial location of regional government, It is compared the difference between Yangju city representing individual location of northern part of Gyeonggi province and Ansan city for planned location of southern part of Gyeonggi province in the view point of the affecting factors to determine locating condition.
In this paper, the following policy suggestions were provided by the above mentioned investigation through the comparison between Yangju and Ansan city, which result in establishment of industrial location policy for the local enterprise to be developed.
First, it is necessary to reclaim industrial park taking into consideration of low reclamation cost with proceeding on a large scale. In addition, social footholding facilities such as water, electricity and road should be considered including the readiness of part purchasing and market accessibility.
Second, industrial park should focus on security of labor power. For this, both the city formation pattern in the vicinity and the readiness of accessibility should be considered. Furthermore, the policy support is necessitated for the presently employed foreign labor man to be converted to the technical man power if there happen difficulties in supply and demand.
Third, the inter-relation network among industries should be formed and the accumulative reclamation of industrial park is needed for the One Stop system of inter-related enterprises. also, the government, self-government institution, research institute, university and economic body should build up the organic system in order to support the small-to-medium sized enterprise.
Forth, the joint waste treatment place should be operated for waste water and waste matter through incessant administration and investment of self-government institution.
Fifth, the enforcement of consistent industrial policy is needed for the small-to-medium sized enterprises in industrial park. For this, organic cooperation between government ministries is indispensable to discuss various restrictions.

본 연구에서는 지역경제 활성화에 중소기업의 역할이 중요하다는 배경 하에, 양주시와 안산시의 지방중소기업이 지금까지 어떠한 입지조건을 우선적으로 고려하여 건설·운영 되어 왔으며, 중소기업 운영자들이 현재 입지와 관련하여 느끼고 있는 불만족 요인이 무엇인가를 분석하였다. 이는 앞으로의 지방중소기업의 산업입지 정책에 함의점을 제공할 수 있으며, 나아가 우리나라 산업 경쟁력 강화를 위해 매우 유의미한 연구라고 할 수 있다.
산업입지 지원정책에 있어 대부분 계획입지 산업단지인 안산시와 개별입지 위주의 산업용지가 공급된 양주시를 비교·조사한 결과를 토대로, 지방중소기업이 발전하기 위한 산업입지 정책에 대한 제언은 다음과 같다.
첫째, 향후 조성될 산업단지는 대규모적으로 추진하여 조성단가를 낮추며, 충분한 용수, 전력, 도로 등의 사회 기반시설이 마련된 배후 지역, 부품 구입의 용이성, 시장 접근성을 고려하여 산업단지를 조성하는 것이 필요하다.
둘째, 산업단지는 노동력 확보 등을 고려할 때 인근의 도시형성 형태와 접근 용이성 등을 고려하여 추진하여야 하며, 필요시 산업인력 수급 문제와 관련하여 고용 중인 외국인 노동자가 기능 인력으로 전환될 수 있도록 정책지원이 필요하다.
셋째, 산업단지 내에서 연관 산업 간 네트워크가 구성되어 밀접하게 움직일 수 있도록 하며 관련기업의 One Stop 체제를 고려한 집적 산업단지의 조성이 필요하다. 또한, 중소기업을 지원하기 위하여 정부, 지방자치단체, 연구소, 학교 및 경제단체 등의 유기적인 지원체계를 구축하고 지원할 필요성이 있다.
넷째, 폐수 및 폐기물 처리시설 등에 대하여 공동처리장을 운영하며 지자체의 지속적인 관리 및 투자가 필요하다.
다섯째, 산업단지 내에서는 중소기업을 우선적으로 생각하여 각종 규제에 대하여 정부 각 부처간의 유기적인 상호 협력으로 일관된 산업정책의 시행이 필요하다.
