역사·문화재를 매개로 한 도시재생에 관한 연구 : 전주한옥마을의 지역성을 중심으로 = A Study on Urban Regeneration in the Aspect of Historical and Cultural Properties

Although urban regeneration that carried forward for long to urban vitalization plan which city declines progressed in simply spatial and physical regeneration, Jeon-ju Hanok village pushed created urban regeneration successfully, utilizing inherent historical tradition and unique cultural properties. I tried to propose the progress direction of sustainable urban regeneration that local residents are the main agent through strengthening of residents abilities, apprehending and analyzing actual condition of Jeon-ju Hanok village.
Therefore in this study first examine theoretical consideration of urban regeneration and conservation system of historical and cultural properties in that which is based on these properties, correlation with city and urban regeneration plan through historical and cultural properties. Then I considered case region through literature research, data collection, field study and so on where progressed successful urban regeneration by preservation and utilization of historical and cultural properties, apprehended actual and present condition of Jeon-ju Hanok village urban regeneration that pushed Hanok village construction business where history and tradition is fresh preserving and succeeding to originality and static beauty that Hanok have.
Decline problem of city recognized as the factor deepen gap between city and country, therefore, Urban regeneration that consider identify and historicity of city became necessary. Range of urban regeneration is about big city and the region physical, environmental, social, economical, historical and cultural decline progresses in local small city. Urban regeneration in historical and cultural aspect preserve and regenerate historical and cultural heritage of many environmental element, discover intrinsic value of traditional local living culture so reinforce city competitiveness by characteristic place marketing with inspiration pride of resident.
Historical and cultural properties preservation system is dualize in large frame. Cultural protection administration appoint area and conduct preservation simply to protect cultural heritage by the Cultural Properties Protection Law. Urban planning maintain conservation of traditional area in downtown by appointing use district of law about plan and use of territory to recreate traditional environment as the plan of urban development.
While the potential that characteristic value of local culture has is becoming larger in correlation between historical and cultural properties and city, local-characteristic cultural element created through history of each city itself is becoming background of city competitiveness. Therefore necessity of discover and preservation about history and culture each city and country has is coming to the fore, the fundamental element for city vitalization begins from all contents of history and culture inherent in city itself.
Under these recognition, promotion plan for sustainable city regeneration of Jeon-ju Hanok village drew through this study is as follows.
First, to create landscape of perimetric obsolete Hanoks common future image of Hanok village have to be considered preferentially through administration and discussion between residents and experts rather than forced execution through reinforcement of regulation.
Second, because diffusion of commercial facility could lead deterioration of residential environment, being the cause of decrease in resident population, and work cavitation phenomenon of Jeon-ju Hanok village in the long term, to maintain identify of Jeon-ju Hanok village active plan preparation for diffusion prevention of non-residential facilities is necessary based agreement for making common future image through administration and discussion between residents and experts.
Third, explaining hide stories of Hanok that philosophy of life is inherent rather than only landscape could enhance understanding about Hanok, so examining local characteristics and the value of history and culture newly and reviewing the growth process of city has our lives could make Jeon-ju Hanok village draw continuous interest.
Finally, it has to be carried forward in inhabitants initiative village making through continuous intervention of administration and support, strengthening of residents abilities and drawing community participation as operation management main agent of sustainable Jeon-ju Hanok village urban regeneration construction business.
Therefore, academic significance of this study could be found in the point that realizing common future image through originality and innovation as urban regeneration plan utilizing historical and cultural properties of Jeon-ju Hanok village area, for establishment of local identify emphasizing excessive diffusion prevention of non-resident facilities, excavation traditional culture contents, participation of government and local government and residents so seeking for development direction of sustainable urban regeneration thinks environment and future. Also it could be utilized to prepare direction of future urban regeneration business.

국문 초록 (Abstract)

오랫동안 쇠퇴해가는 구도심 활성화 방안으로 추진되어 왔던 도시재생은 단순히 공간적․물리적 재생으로 진행되어 왔지만 전주한옥마을은 고유한 역사적전통과 독특한 문화재를 보전 활용하여 창의적인 도시재생을 성공적으로 추진하여 왔다. 이러한 전주한옥마을의 실태를 파악하고 특성을 분석하여 주민역량 강화를 통해 지역주민이 주체가 되는 지속가능한 도시재생의 추진방향을 제시하고자 하였다.
따라서 본 연구에서는 먼저 도시재생의 이론적 고찰과 역사․문화재를 기반으로 하는 도시재생에 있어서 역사․문화재 보전제도, 도시와의 상관관계 그리고 역사․문화재를 통한 도시재생의 전략에 대해 살펴보았다. 그 후 역사·문화재를 보전 활용하여 성공적인 도시재생을 추진한 지역들을 대상으로 문헌연구, 자료수집, 현장조사 등을 통해 사례지역들을 고찰하였으며 한옥이 지니고 있는 독창성과 정적인 아름다움을 보전 계승하여 역사와 전통이 살아 숨 쉬는 한옥마을 조성사업을 추진한 전주한옥마을 도시재생의 실태와 현황을 파악하고 그 특성과 요인들을 비교 분석하여 전주한옥마을 도시재생의 성과와 과제를 도출하였다.
도시의 쇠퇴문제는 도시와 지역 간 격차를 심화시키는 요인으로 인식되었고 따라서, 도시의 정체성, 역사성을 고려한 도시재생이 필요하게 되었다. 도시재생의 범위는 대도시와 지방중소도시 내 물리적, 환경적, 사회적, 경제적, 역사․문화적으로 쇠퇴화가 진행되는 지역을 대상으로 한다.
역사․문화적 측면의 도시재생은 도시를 구성하는 많은 환경요소 중 역사․문화유산을 보존 재생하여 도시경관의 정체성을 확보하고 지역의 전통생활문화의 내재가치를 발견하여 주민의 자긍심 고취와 함께 특성 있는 장소마케팅으로 도시경쟁력을 강화한다.
역사․문화재 보존제도는 큰 틀에서 이원화 되어있다. 문화재 보호행정은 문화재보호법에 의해 지구지정 및 보존을 행하여 단순히 문화유산을 보호하자는 것이고, 도시계획은 국토의 계획 및 이용에 관한 법률의 용도지역 및 용도지구의 지정을 통해 도심 내 전통지구의 보존을 유지하여 도시개발을 위한 방편으로서 전통적 환경을 재창조 한다는 것이다.
역사․문화재와 도시와의 상관관계에 있어서 지역문화의 고유가치가 지닌 잠재성이 커지고 있는 가운데 각 도시의 역사를 통해 생성되어온 장소 특정적 문화요소 자체가 도시경쟁력의 배경이 되어주고 있다. 따라서 각 도시와 지역이 지닌 역사와 문화에 대한 발굴 및 보존의 필요성이 대두되고 있으며 도시 활성화를 위한 기본적 요인이 바로 도시자체에 내재된 역사·문화의 모든 콘텐츠로부터 비롯되고 있다.
이러한 인식하에 본 연구를 통하여 도출해낸 전주한옥마을의 지속가능한 도시재생을 위한 추진방안은 다음과 같다.
첫째, 주변의 노후화된 한옥들의 경관형성을 위해 규제의 강화를 통한 강제적인 집행보다는 행정과 주민, 전문가들의 협의를 통해 한옥마을의 공통의 미래상을 우선적으로 고려하여야하고 둘째, 상업시설의 확산은 주거환경의 악화로 이어지고 거주인구감소의 원인이 되어 장기적으로는 전주한옥마을 공동화현상으로 작용할 가능성이 크므로 전주한옥마을의 정체성을 유지하기 위해 행정과 주민, 전문가들의 협의를 통해 공통의 미래상을 만들어내기 위한 합의를 기반으로 비주거시설 확산방지의 적극적인 대책마련이 필요하다. 셋째, 단순한 경관만이 아닌 삶의 철학이 담긴 한옥의 숨은 이야기들을 설명해줌으로써 한옥에 대한 이해도를 높여 장소의 특징과 역사, 문화의 가치를 새롭게 살펴보고 우리의 삶을 담고 있는 도시의 성장과정을 재조명한다면 관광지로서의 전주한옥마을에서 벗어나 지속적인 관심을 끌 수 있는 장소가 될 것이다. 넷째, 행정의 지속적인개입과 지원을 통해 주민역량을 강화하고 주민참여를 이끌어내어 지속가능한 전주한옥마을 도시재생조성사업의 운영·관리 주체로서 주민주도형 마을 만들기로 추진되어야 한다.
따라서 전주한옥마을 지역의 역사·문화재를 활용한 도시재생의 전략으로서 창의성과 혁신을 통한 공통의 미래상을 구현하고, 지역의 정체성확립을 위한 비주거시설의 지나친 확산방지와 전통문화콘텐츠 발굴 그리고 정부와 지자체, 지역주민의 참여를 강조하여 환경과 미래를 생각하는 지속가능한 도시재생의 발전방향을 모색하였다는 점에서 본 연구의 학문적 의의를 찾을 수 있으며 향후 도시재생사업의 방향을 마련하는데 매우 유용하게 활용될 것으로 판단되는 연구라 할 수 있다 .
