시스템다이내믹스를 이용한 공간정보정책 레버리지 전략 요인 도출에 관한 연구

국문 초록 (Abstract)

공간정보는 국가 행정효율 증대, 합리적 의사결정 지원, 국민 편익 증진에 기여하고 있다. 또한 공간정보는 다양한 분야의 정보와 결합하여 공간정보 융복합을 통한 시너지효과를 가져오는 창조경제의 핵심가치로 부각되고 있다. 정부는 다양한 가치와 잠재력을 가진 공간정보에 지난 20년간 많은 시간과 비용을 투입하였다. 하지만 공간정보산업 생태계는 자생력을 갖추지 못한 것으로 평가받고 있다.
본 연구는 공간정보 생태계가 활성화되지 못한 원인을 찾고 이를 개선하기 위한 정책 레버리지를 찾고자 한다. 이를 위해 공간정보정책이 가지고 있는 문제의 원인을 단선적 사고가 아닌 시스템 사고로 정책에 접근하였다. 시스템 사고를 통한 정책 레버리지 도출 방법은 공간정보정책을 구성하고 있는 변수들간의 인과지도 분석을 통해 이루어졌다. 공간정보정책을 시스템 사고를 통해 분석한 결과 5개의 정책 레버리지를 발견하였으며 이를 중심으로 공간정보정책 레버리지 전략을 제시하였다.

다국어 초록 (Multilingual Abstract)

Spatial information, improvement of the country’s administrative efficiency, rational decision support, have contributed to the national benefit enhancement. Also, spatial information, generating synergy effect of added value through fusion-complex in combination with other fields is increased. Fusion complex strategy of spatial information by utilizing the spatial information is becoming increasingly important in the core value of the creative economy. The government, in spatial information with a variety of value and potential, a lot of time and money was put in the past 20 years. However, the current spatial information ecosystem are evaluated as having no self vitality. The purpose of this study is to find the causes and policy leverage spatial information ecosystem has not been activated. In order to discover the problem of spatial information policy, rather than a one-way Causality and analyzed spatial information policy through the system thinking. To find the leverage, it is necessary to analyze the cause and effect relationships between variables that constitute the spatial information policy based on the system thinking. The results of the spatial information policy and analyzed through the causal map. The findings are spatial information policy leverage strategy discovered around the leverage five policy leverage.
