The real estate market has several characteristics different from the general goods market due to the characteristics of real estate. Real estate has physical, economic and institutional characteristics that only real estate such as position fixation and durability have. Because of that, real estate is often affected by government policy. In the real estate policy of the South Korean government, mostly improvised measures were repeatedly implemented according to the economic situation, policies aimed at suppressing speculation and policies aiming for economic levitation. Rise in real estate prices at the time of implementing real estate policy for development in the 80s and 1990s has been formed in consideration of Korea's economic growth and inflation rate. Later, the rise in real estate prices has been recognized as means of asset formation against the background of the cultural characteristics unique to Korea, that is, investment vehicles. Promotion of ancestral performance policies was weak, resulting in polarization phenomenon of real estate prices. The Korean real estate policy should consistently establish highly reliable policies, real estate policy should be set as a goal for housing welfare, formulate a differentiation strategy, and establish the phase. In this paper, looking at the preceding research on real estate policy, we will look at the problem based on 11.3 real estate measures in the recently implemented real estate policy and present a solution to that.
