망중립성 정책에 따른 mVoIP 서비스의 사회후생 분석

Social welfare analysis of the net neutrality policy : Allocation for mVoIP service

Current South Korea, Tele-Communication Firms except for LG Telecom partially blocked mVoIP service depending a flat-rate payment system. The mVoIP service provider harms profit of Tele-Communication Firms but increases user's utility.
In mVoIP market, I discuss the social welfare effect of zero-price rule and non-discrimination rule in platform monopoly market.
This paper analyzed three policies used Hotelling model. The first policy is represented by an ideal net neutrality that follows zero-price rule and non-discrimination rule. The second policy is represented by an current market follows zero-price rule. The last policy is that keeps non-discrimination rule and permit the termination fee that guaranteed the profit of the present tele-communication firm.
The result of this paper, non-discrimination rule is always enhancing social welfare. Even if our condition for non discrimination rule increase total surplus is satisfied, consumer welfare is not connected to total surplus. It means the model could not suggest the solution which is satisfied the increase of consumer surplus and social welfare if the current level of firm's profit support investment of net neutrality.
