Assessment the impact the new rural development on rural household's income in Red River Delta in Vietnam = 베트남 레드 리버 델타지역 시골 농촌 소득에 대한 새로운 농촌 프로그램의 영향 평가

국문 초록 (Abstract)

포괄적 인 농업 및 농촌 개발에 대한 해결책을 제시하는 결의안 제 26 호 / NQ-TW는 새로운 농촌 개발 프로그램을 만드는 것을 제안했다. 이프로젝트의 목표는 점차로 현대적인 인프라, 합리적인 경제 구조 및 농업과 산업 그리고 서비스계업의 급속한 발전을 연결하는 생산 조직의 형태, 또는 계획대로 도시 개발을 통한 농촌 개발으로 새로운 시골을 건설하는 것이다. 또한 국가의 깊은문화를 유지하고 안정되는 민주적 인 농촌 공동체를 보존하는것, 환경상태 보호 및 치안유지하는것, 그리고 사회주의 지향에 따라 정신적 그리고 물질적으로 사람들의삶의 질을 높일 것이다. 그러나 그 과정에서 몇 가지 기준, 특히 1 인당 소득과 관련된 기준을 달성하는 것이 어렵다. 현재상황에, ‘베트남 레드 리버 델타지역 시골 농촌 소득에 대한 새로운 농촌 프로그램의 영향 평가’는 베트남정부가 주민의생계에 새로운 농촌 프로그램의 영향을 평가하고 기존의 정책들을 조정 그리고 새로운 지원정책을 수립하는 과정에 필요한 연구다.
이 연구의 목적은 최소제곱법 그리고 이중차분법통해서 레드 리버 델타지역에서 2010 년과 2016 년 사이의 농촌 가구 소득과 지출에 대한 새로운 농촌 개발 프로그램의 영향을 평가하는 것이다.
이 연구에 따르면 새로운 농촌 개발 프로그램은 농촌 개발뿐 아니라 농촌 생활 수준에 긍정적 인 영향을 미친 것으로 나타났다. 예를 들어 새로운 농촌 지역에 거주하는 농촌 가구 소득은 새로운 시골 지역에 미치지 못하는 농촌 지역 소득보다 7944,3000 VND 높다. 그러나 레드 리버 델타지역의 새로운 농촌 개발을 구현하기 위해 사용하는 투자 자본은 비효율적이다. 여전히 인프라 개발 투자에 중점을 두고 있으며 소득 개선, 환경 및 문화 개발에 대한 투자는 고려하지 않기때문이다. 또한 레드 리버 델타지역에서 새로운 농촌 개발을 시행하는 것은 농촌 지역의 빈곤 가구와 부유 한 가구 간의 격차를 줄이는데 큰 영향을 미치지 않다.

다국어 초록 (Multilingual Abstract)

Resolution No.26/NQ-TW giving solution to comprehensive agriculture and rural development is to build New Rural Development program. These targets of project are to build a new countryside with gradually modern socio – economic infrastructure, rational economic structure and forms of production organization; to associate agriculture with quick development of industries and services, and rural with urban development under planning; to assure a democratic and stable rural and stable rural community deeply imbued with national cultural identity; to protect the eco-environment and maintain security and order; and to raise people’s material and spiritual lives along the socialist orientation. However, during implementation process, some criteria are too difficult to achieve, particularly, criteria related to income per capita. In context of current situation, the study that researches “Assessment the impact of New Rural Development program on the rural household’s income in Red River Delta” is necessary to enable the Vietnamese Government to take a consideration into the impact New Rural Development program on household living standards in order to promulgating new supported policies and adjusting and supplementing policies.
The purpose of this study is to assess the impact New Rural Development program in communes in the Red River Delta on rural household’s income and expenditure in the period between 2010 and 2016 by using ordinary least squares model and difference – in – difference method.
The study shows that New Rural Development program has a positive on rural household’s living standard as well as rural development. For instance, rural household’s income in communes reaching to new countryside is 7944,3 thousand VND higher than rural household’s income in communes non-reaching to new countryside. However, investment capital using for implementing New Rural Development in Red River Delta is effectiveness. It still focuses on investing into infrastructure development and does not take consideration into investment in income improvement, environment, and culture development. Moreover, implementing New Rural Development in Red River Delta does not have a significant effect on decreasing the gap between poor household and rich household in rural area the gap between poor household and rich household in rural area.
