The Credit Bank System and K-MOOC are representative examples of state-led lifelong education courses, and the Ministry of Education established the 'K-MOOC Credit Bank System process' in 2019 to link the two systems. However, the effect was slight, and it was not enough to solve the problems of the Credit Bank System and K-MOOC. Therefore, in this study, we analyzed the current situation and problems of the Credit Bank System and K-MOOC using literature research and in-depth interviews, and tried to propose a more effective linkage management plan.
First, since the Credit Bank System and K-MOOC are based on different laws, that laws must be revised. The Ministry of Education needs to grasp the needs of learners and set up various curriculum. The National Institute For Lifelong Education should set up a `Credit Bank System K-MOOC collaboration department' to provide human resources and financial support to education and training institutions. Education and training institutions should be operated mainly by universities with sufficient facilities, and courses should be offered in online. All courses will be installed on the K-MOOC platform and divided into general courses and credit certification courses. At this time, it is necessary to make the credit certification courses partly chargeable and provide on/offline deepening courses. In addition, through the enhancement of the K-MOOC platform, online evaluation functions should be added and all learning processes and results can be viewed and managed at once.
The significance of this research is that it presented a more effective policy management plan through the integration and collaboration of the Credit Bank System and K-MOOC. It is also significant that interviews were conducted with the person in charge of lifelong education and learners who have experienced lifelong education to confirm the necessity and effectiveness of cooperation between the two systems.
However, most of the literature research were conducted focusing on domestic cases and data, and it is possible that the researcher’s subjective opinions intervened in interpreting the materials. In future research, it is necessary to examine advanced overseas cases, and we must consider measures to examine quantitative data through large-scale survey in addition to interviews.
