언론과 권력의 관계는 기본적으로 갈등적 구조다. 갈등의 출발점은 권력에 대한 감시와 비판이라는 언론의 원천적인 기능이다. 이 때문에 절대권력일수록 언론을 입맛에 맞게 길들이고 통제하려 한다. 반면 민주화가 진전될수록 권력의 언론지배력은 약해질 수 밖에 없다. 언론의 영향력이 확대되면서 자유에 상응한 책임론과 언론의 권력화 논란에 제기됐다. 군사독재 정권과 1987년 6월 민주항쟁 이후의 민주화 과정을 거치면서 우리는 이 같은 정언관계의 변화를 직접 목격했다. 관건은 정언관계가 <건전한 갈등>을 유지하는 균형점을 어떻게 찾을 것인가 하는 점이다.
이 연구는 1987년 민주항쟁이 10년을 넘긴 시점에서 집권한 김대중 정권과 언론과의 관계를 규명하는데 목적이 있다. 연구는 김대중 대통령의 임기가 끝나가는 시점에서 시작됐고, 이때 일부 보수성향의 신문사들과 김대중 정권의 관계는 대립을 넘어서 적대적 관계로 인식될 정도로 악화돼 있었다. 뒤이어 노무현 대통령이 취임한 후 정권과 이들 언론간 갈등의 골은 한층 깊어지는 양상을 보였다. 이를 지켜보면서 민주국가에서 정권과 언론의 관계를 규정하는 요인은 무엇인가, 특히 김대중 정권 5년동안 양자간 관계를 설정하는데 무엇이 구체적으로 작동됐으며, 언론에는 그 결과가 어떤 모습으로 투영됐는가 하는 의문이 부풀었다.
김대중 정권은 이전의 정권과 몇가지 차별적 특성을 가졌다. 그의 집권은 헌정사상 첫 번째 수평적 정권교체의 결과이나 與小野大의 정국구조 속에 출범해 정치적 기반이 취약했다. 집권 초 외환위기라는 국난을 맞았으나 상황이 진정된 후 개혁적 진보적 정책을 추진했다. 대북정책도 ‘햇볕정책’으로 불리운 유화포용정책을 지속적으로 추진했고, 분단이후 처음으로 남북정상회담을 가진 대통령이 됐다. 언론사와 관련해서도 사상 처음 전면적인 세무조사를 실시했다.
김대중 정권의 차별적 특성과 민주화의 진전이라는 시대적 변화는 언론과의 관계에 어떤 영향을 미친 것일까. 김대중 대통령에 대한 평가가 매체에 따라 달랐다면 그 이유는 무엇일까. 이 연구는 이 같은 복합적인 의문을 풀기위해 소유형태 및 이념성향이 상이한 것으로 인식되는 4개 신문사를 선정, 이들의 개별적 차별성이 신문의 주장을 담아내는 사설을 통해 어떤 모습으로 드러났는지를 알아보았다.
각 신문사의 사설 중에서 김대중 대통령을 제목에 적시한 사설의 양과 내용을 분석, 계량화하는 방식으로 김대통령에 대한 신문사별, 사안별, 연도별 평가를 분석했다. 신문의 비판기능을 감안할 때 사설의 논제로 자주 오른다면 그 대상은 신문사의 비판성향과 무관치 않을 것이다. 그런 측면에서 사설 게재량을 따지는 양적 분석은 의미가 있다고 하겠다. 내용분석은 이를 검증하는 작업이기도 하다. 내용분석은 김대통령에 대한 신문사설의 평가를 강한 지지, 지지, 중립, 비판, 강한 비판 등 5개의 등간으로 나누어 측정했다.
분석기간은 김대중이 대통령에 취임한 1998년 2월25일부터 임기가 끝난 2003년 2월 24일까지다. 분석대상은 경향신문, 동아일보, 조선일보, 한겨레 등 4개 신문의 사설이다. 기간 중 분석대상 사설은 총 301건에 달했다.
연구문제는 아래의 세 가지를 설정했다.
첫째 김대중 대통령 관련 사설의 게재량은 신문사별로 어떤 차이를 보였는가. 둘째 사설 게재량의 차별성과 김대통령에 대한 평가(비판 또는 지지성향)사이에는 어떤 상관관계가 있는가. 셋째 각 신문사의 소유구조, 이념성향, 창간시점 등 차별적 요인이 신문사설에 어떤 영향을 미쳤는가
사설분석에 앞서 대상 신문사의 이념성향 및 소유구조등 차별적 특성과 김대통령의 언론관, 재임 중 주요 추진정책을 각종 문헌정보 등을 통해 알아보았다. 이는 신문사설의 논조를 결정짓는 다양한 요인을 찾아내고 분석하기 위한 사전작업이었다.
이번 연구에서 위의 연구문제를 토대로 얻은 결과는 다음과 같이 요약할 수 있다.
첫째 김대중 대통령 관련 사설의 게재량은 신문사별로 커다란 차이를 보였다. 4개 신문사중 한겨레는 5년간 김대통령을 적시한 제목의 사설을 34건 게재하는데 그쳤다. 반면 조선일보는 105건으로 가장 많았다. 한겨레의 3.4배에 이르는 관련사설을 실은 것이다. 경향신문은 65건, 동아일보는 95건을 각각 게재했다. 이는 <김대중 대통령>이라는 동일한 대상을 놓고서도 그와 관련된 사안을 논제로 선정, 이슈화하거나 평가하는데 있어서 신문사에 따라 현격한 시각차가 존재한다는 사실을 드러내는 것이다.
연도별로도 큰 변화를 보였다. 4개사의 관련사설 게재건수는 집권 첫해(1998년) 총 34건에서 점증하는 추세를 보여 4년차인 2001년에는 50건에 달했으며 특히 임기 마지막 해에는 1백31건으로 급증했다. 집권기간이 지나갈수록 김대통령을 다룬 사설이 늘어났다는 사실은 김대통령을 겨냥한 언론의 문제제기가 많아졌다는 얘기다.
둘째 김대통령에 대해 비판적 성향의 신문일수록 관련 사설을 많이 게재했다. 이는 신문사설의 질적인 문제(비판성향)와 양적 문제(게재량) 사이에 밀접한 함수관계가 있음을 드러내는 것이다. 김대중 대통령에 대한 비판성은 4개 신문 중에서 보수성향으로 분류되는 동아일보와 조선일보에서 두드러졌으며, 중립성향의 경향신문이 그 뒤를 이었다. 김대통령 관련 사설을 가장 적게 다룬 한겨레는 비판성도 가장 약했다. 신문사설의 기능은 기본적으로 비판성에 있다. 따라서 특정대상에 비판적인 신문일수록 그 대상을 사설의 논제로 자주 올린다는 것, 반대로 친정권적 성향의 언론은 정권 우호적 사설의 게재를 꺼려하거나, 아예 침묵한다는 사실을 확인시켜주는 결과다. 김영삼 정권때 대통령관련 게재건수를 같은 방법으로 조사한 결과 한겨례가 가장 많은 사설을 쓴 것으로 밝혀진 것 또한 이를 증거하는 것이라 할 수 있다.
셋째 신문의 성향을 불문하고 정권출범 초기에는 정언간에 어느정도의 <허니문 기간> 존재한 것으로 나타났다. 김대통령 재임 5년중 취임 첫해에는 관련 사설의 게재 건수가 가장 적었고 전반적인 비판성향도 가장 낮았다. 이와 대조적으로 임기 마지막 해에는 사설이 급격히 증가하는 현상을 보였다. 여기에는 임기 말이라는 시점의 특성 외에 언론사의 성향과 무관하게 비판의 대상이 된 <대통령 친인척 비리>가 불거진데 하나의 원인이 있다.
넷째 사설의 논조는 해당 신문사의 이념성향 및 소유구조와 밀접한 관계를 갖는 것으로 드러났다. 개인가계가 지배하는 족벌언론이자 보수성향의 조선일보와 동아일보는 상대적으로 진보성향의 정책을 편 김대중 대통령에 대해 지속적인 비판을 제기했다. 언론세무조사에 양사가 <언론 길들이기>라는 똑같은 시각으로 문제를 제기했는가 하면, 조선일보는 햇볕정책에 대해 특히 양적 질적으로 강한 거부감을 드러냈다.
사원주주 또는 공모주주 형태의 소유구조를 갖는 경향신문과 한겨레는 이들과 차별적 자세를 보였다. 중도성향의 경향은 사설의 질량 모든 면에서 극단적인 평가를 억제하고 중간자적인 입장을 취했다. 진보성향의 한겨레는 기본적으로 김대중 대통령에 대한 직접적인 문제제기를 자제했으며, 대북정책 등에 대해 지지하는 입장을 분명히 했다.
마지막으로 각 신문사들이 다룬 대통령 관련 사설의 공정성 문제를 생각해 볼 수 있다. 조선일보는 김대중 대통령을 소재로 한 사설을 가장 많이 다루었을 뿐 만 아니라 제목에서 <DJ>라는 약어를 습관적일 만큼 자주 사용했다. 총 105건 중 절반이 넘는 59건의 사설 제목에서 김대중 대통령을 대신하는 용어로 <DJ>를 쓴 것이다. 동아는 19건, 경향 8건, 한겨레는 단 1건에 그쳤다. 조선은 또 햇볕정책을 비판하면서 <DJ햇볕>이란 造語를 보통명사처럼 사용했다.
사설의 공정성을 객관적으로 따지는 것은 어려운 일이다. 다만 다른 정권 때의 경우나 타 신문과의 비교에서 두드러진 차이를 보인다면 공정성 여부를 의심 받을만하다. 조선의 경우뿐만 아니라 김영삼 대통령에 대한 사설을 가장 많이 썼던 한겨레가 김대중 대통령에 관한 사설 게재량을 최소화한 것 또한 이 같은 기준에서 보면 불공정 내지 편파성 문제를 제기 할 수 있을 것이다.
제목에 대통령을 적시한 사설만을 분석대상으로 했다는 점이 이 연구의 한계다. 사설의 게재량이나 내용의 편파성, 악의성 등 공정성 여부를 합리적으로 따져보지 못한 것도 아쉬움이다. 김대중 정권 이전과 이후의 정권을 연계해 분석한다면 민주화시대 한국사회에서 정치권력과 언론간의 관계가 어떻게 변화하는지 보다 선명하게 규명할 수 있을 것이다.

The relationship between the press and the centers of power is fundamentally one of conflict. The conflict is rooted in one of the principle roles of the press, which is to scrutinize and critique the sources of power. For this reason, the more absolute the power is, the more it tries to tame and control the press to its own will. On the other hand, the more democratic a society is, the less the centers of power may exert a grip upon the press. As the influence of the press has expanded, it has been argued that the press has been endowed with a responsibility equivalent to the freedom it enjoys and that it has been becoming another power in and of itself. After living through the military dictatorship, the pro-democracy movement of June 1987 and the democratization process that followed, we witnessed the transformation of the relationship between the press and political power with our own eyes. The crux of the problem is how this relationship will ever find the balance necessary for developing a culture of open and productive debate.
The purpose of this study is to investigate the relationship between the press and the Kim Daejung administration that took power 10 years after the democratic uprising of 1987. This study was started at the time when the term of office of President Kim Daejung was coming to an end. At that time the relationship between some conservative newspaper publishers and the Kim Daejung administration was so bad that it seemed to go beyond that of confrontation, the rift dividing his administration and the press appeared to be widening even further. While watching this development, the author grew more intently curious to learn what the factors are that define the relationship between political power and the press in a democratic nation, and in particular, what the determinants were of the bilateral relationship during the five years of the Kim Daejung leadership, and how the results of this relationship were reflected in the press.
The Kim Daejung administration differed from its predecessors in several aspects. His ascendance to power resulted from the first horizontal turnover of political power in the constitutional history of the country, but, as the opposition had the upper hand in the National Assembly, his administration had a weak political foundation. Almost as soon as he took power a financial crisis befell the nation, but as the crisis subsided Kim Daejung pressed ahead with reform and progressive policies. It especially pushed its so-called <Sunshine Policy> of engagement with North Korea, and Kim Daejung became the first South Korean President to hold a summit with the North for the first time since the Korean War. It was also the first government to conduct a full-scale tax investigation of the media companies.
What impact did the differentiating characteristics of the Kim Daejung administration and the changes of the times represented by the progress of democratization have on the press? If different media evaluated President Kim Daejung differently, what was the reason? To answer these complex questions, this study selected four newspaper publishers with different forms of ownership and ideological inclinations, and investigated how their individual differences were revealed through the editorials, which are the vehicles of their ideological advocacy.
The quantity and contents of those editorials that named President Kim Daejung in the titles were analyzed and quantified so that issue and year did an evaluation of each newspaper. Considering that the critical role of newspapers is to scrutinize power, the frequency of editorial mentions must be related to their critical inclinations. In this respect the quantitative analysis of coverage by editorials is meaningful. Content analysis verifies the quantitative analysis. For content analysis, newspaper editorials concerning President Kim Daejung were evaluated on a five-point scale: strongly support, support, neutral, opposed, strongly opposed.
The content analysis was conducted on the period starting from February 25, 1998 (when President Kim was inaugurated) to February 24, 2003 (when his Presidency ended). Four newspapers were selected for the analysis: Kyunghyang, Donga, Chosun and Hankyoreh, and a total of 301 editorials were analyzed from the period.
The study consisted of the following research questions:
First, how did the amount of editorial coverage about President Kim Daejung differ depending on the newspaper? Second, what was the degree of criticism or support for the President Kim Daejung among the differing editorials? Third, what impact did the ownership structure, ideological inclination, and history of the individual newspapers have on their editorials, and conversely, what impact did the ideology and media policy of the Kim Daejung administration have on the tenor of the arguments of the newspapers?
Prior to analyzing the newspaper editorials, the differentiating characteristics of the individual newspapers were investigated on the basis of various documentary records such as ideological inclinations, ownership structure, President Kim Daejung's view of the paper, and the major policies and issues that arose during his presidency. This laid the foundation for finding and analyzing the various factors determining the tenor of the newspaper editorials.
The results of this study, focusing on the above questions, can be summarized as follows:
First, editorial coverage of President Kim Daejung differed greatly depending on the newspaper company. Among the four newspapers, Hankyoreh printed only 34 editorials specifically naming President Kim Daejung in the title during the five years in question. In contrast, Chosun topped the list with 105 editorials. Its editorial coverage was 3.4 times that of Hankyoreh. Kyunghyang had 65 editorials, whereas Donga had 95 editorials. This clearly reveals the fact that the newspapers differed widely in selecting related topics for discussion, making issues out of them, and evaluating them even though they dealt with the same President.
There were also huge differences from year to year. The number of editorials printed by the four newspapers gradually increased from 34 in the first year following his inauguration (1998) until the number reached 50 in the fourth year of his presidency. In particular, in the last year of his term of office, it jumped to 131. As the years went by, editorial coverage raising issues and targeting President Kim Daejung increased.
Second, it was discovered that the more critical the newspaper is of President Kim Daejung, the more editorials it printed. This reveals that the qualitative issue concerning the newspaper editorial (critical inclination), and the quantitative issue (editorial coverage) are closely related to each other. The degree of criticism concerning President Kim Daejung was salient with Donga and Chosun, the two conservative newspapers among the four, with middle-of-the-road Kyunghyang ranked third. Hankyoreh, which printed the fewest editorials concerning President Kim Daejung, was found to be the least critical of him. The basic functionality of a newspaper editorial lies with its role as a critic. Therefore this study confirms the premise that the more critical a newspaper is of a certain target, the more frequently its editorials will deal with the target, and conversely, the more friendly a newspaper is with the political power, the more reluctant it is to print pro-government editorials or it remains completely silent. During the Kim Youngsam presidency previous to that of Kim Daejung, the number of editorials concerning the president was investigated as well. The result showed that Hankyoreh printed the greatest number of editorials. This can be interpreted as another piece of corroborative evidence.
Third, regardless of the inclinations of the newspaper, there exists a certain honeymoon period between a new administration and press in the early days of its term of office. The first year of the five-year tenure of President Kim Daejung saw the smallest number of editorials printed about him. In contrast, the final year of his term witnessed a dramatic increase in the number of printed editorials. This was caused not only by the temporal characteristics of the lame duck phenomenon, but also the outbreak in the latter years of a corruption scandal involving the President's immediate family and relatives, which attracted a lot of editorial coverage irrespective of ideological inclination.
Fourth, it was revealed that the tenor of editorial arguments was closely related with the ideological inclination and ownership structure of the newspaper. The conservative Chosun and Donga papers, each headed by established tight-knit circles, continued to criticize President Kim Daejung whose policies were relatively more progressive. Both newspapers raised an objection to tax investigation of media companies by accusing the administration of media taming. Chosun was particularly allergic to the sunshine policy both quantitatively and qualitatively.
Kyunghyang and Hankyoreh, whose ownership structure is based more on employee ownership and publicly traded stocks, exhibited a different attitude. Middle-of-the-road Kyunghyang kept extreme evaluations under control both in terms of its quality and quantity of editorials, and took a perceptively neutral(objective) position. The progressive Hankyoreh refrained from directly raising questions about President Kim Daejung, and clearly proclaimed that it supported his policy towards North Korea.
Lastly, the issue of the bias of the editorials of each newspaper was considered. Chosun printed the greatest number of editorials concerning President Kim Daejung, and used the abbreviation DJ in the title with such frequency that it could be called habitual. In the title of 59 of its 105 editorials, Chosun referred to President Kim Daejung as DJ. Donga used this abbreviation 19 times, Kyunghyang 8, and Hankyoreh only once respectively.
To criticize the sunshine policy, Chosun used the coinage DJ Sunshine as if it were a common noun. It is difficult to assess the fairness of an editorial. If the editorials of a newspaper show salient differences from those during another administration or those of other newspapers, however, fairness may be called into question. Speaking from this perspective, the fact that Hankyoreh, which printed the greatest number of editorials about President Kim Youngsam, kept editorials concerning President Kim Daejung to a drastic minimum may give rise to the presence of unfairness or bias.
It must be kept in mind that this study is limited in that it dealt only with editorials whose title directly mentioned the name of the President. It is also regrettable that fairness issues such as the size of editorials and the partiality or malice of contents were not scrutinized in a rational manner. A conjoint analysis of the administration prior and after that of President Kim Daejung would elucidate more clearly how the relationship between the political power and the press transformed in the democratized Korean society.
