통일에 있어 남북사회통합과정의 장애요소에 대한 연구 : 북한 이탈주민의 사회적응과정을 중심으로 = Obstacles to social integration for reunification of South- and North-Korea : centered on assimilation process of North Korean defectors

국문 초록 (Abstract)

우리의 소원은 통일이라는 외침은 분단이후 50여 년간 계속 되어왔다. 통일은 우리의 미래를 결정지을 수 있는 가장 중요한 변수중의 하나이다. 이러한 남북한의 미래를 조망해 볼 수 있는 변수 중 특히 90년대 이후 이슈화되는 것은 북한이탈주민의 급증이다. 이는 북한의 내부문제, 세계체제의 재편구도, 한국의 정치․경제적 발전 등과 복합적으로 맞물려 있는 현상이다.94년부터 시작된 북한이탈주민의 급증은 최근 북한의 식량난과 경제난의 원인이 되는 자연재해로 인해 나타난 현상만은 아니다. 사회주의의 한계, 냉전의 종식과 함께 발생한 소련을 비롯한 공산주의의 붕괴, 이어진 미국의 경제 봉쇄, 무엇보다도 주체사상에 입각한 농업 정책의 실패는 70년대 초반까지만 해도 한국과 비슷한 경제 수준을 유지하던 북한을 현재의 비참한 상황으로 만들었다.남한 통일부가 지난해까지 국내에 입국한 북한 이탈주민(새터민)을 대상으로 조사한 자료에 따르면, 지난 2 천년부터 작년 12월까지 남한에 들어온 탈북자는 6,304명으로 2004년 12월 통계 기준으로 전년대비 입국증가율(전년 대비 1,281명 증가)은 47.8%로 남: 626명, 33.1% 여: 1,268명, 66.9%인 것으로 나타났다.북한이탈주민이 공통적으로 경험한 탈북이라는 삶의 사건(life event)은 그들의 삶에서 대단히 중요한 의미를 가지며, 탈북은 북한이탈주민의 이전과 이후의 삶의 환경에 극적인 변화를 가져온 중대한 사건이다. 탈북으로 인한 이전 삶으로부터의 극단적인 단절은 이들에게 심한 정신적, 심리적 스트레스를 유발시키며, 특히 북한을 탈출한 후 남한에 들어오기까지 오랜 기간 도피생활을 경험한 북한이탈주민(새터민)의 경우에는 더욱 극심한 어려움에 직면(독고순, 1999)하고 있는 것으로 나타나고 있다.북한이탈주민의 생활, 문화적 환경 변화에 의한 적응 스트레스와 남한사회 적응문제는 몇몇 북한이탈주민의 개인적이고 일회적인 문제가 아닌 중요한 사회문제로 대두되고 있다. 즉 북한이탈주민의 남한 사회적응은 탈북자 개인의 문제를 해결하는 의미와 함께, 새로운 사회·문화적 상황에 적응·통합되어 가는 과정을 설명해 냄으로써 남북한의 사회통합을 준비하는 기초 자료로도 중요한 의미를 가지고 있다. 현재 국내 입국하는 북한이탈주민에 대해 정부 및 민간단체들은 물질적·제도적 지원을 제공하고 있으나, 북한이탈주민의 경제적, 심리적, 사회적 적응을 이끌어 내고 있지 못하다. 아울러 북한이탈주민의 남한사회 적응 실패로 인한 역귀순 시도는 북한이탈주민 적응 문제의 심각성을 나타내주고있다.최근 불어닥친 남한의 경제난, 통일독일의 심각한 후유증 등의 영향으로 통일에 대한 성급한 기대는 많이 사라졌지만 시시각각으로 변화하는 국제정세, 북한체제의 위기 등과 맞물려 통일한국에 대한 다양한 논의들이 각계 각층에서 꾸준히 이루어지고 있다. 통일이 가져올 광범위한 충격에 대비한 내적 역량을 축적한다는 의미에서 이러한 논의들은 매우 중요한 통일준비작업 이라고 할 수 있다.남과 북의 모든 사람이 서로의 다름과 차이를 이해하고 삶의 조화(Harmony)를 이루는 가운데 자유롭고 가치로운 삶을 추구하는 사회를 이룩하는 것이어야 한다. 이러한 점을 상기할 때 현재 국내에 거주하고 있는 북한이탈주민의 남한사회 적응 문제는 다가올 통일한국을 준비하는데 있어서 매우 중요한 의미를 갖는다.

다국어 초록 (Multilingual Abstract)

The outcry that reunification is our hope and desire continued on for the past 50 years after the Korean peninsula was divided. Reunification is one of the mostimportant variables that may determine our future. Among the variables such as this that serve to highlight the future of South and North Koreais rapid increase in the number of North Korean refugees an issue that gained the spotlight after the 1990s in particular. This phenomenon is one that touches upon many areas such as North Korea''s internal problems, re-organization of the international order, advancement in the South Korean political and economical arenas and so forth.Rapid increase in the number of North Korean refugees that started during 1994 did not stem because of the recent food shortage that hit North Korea or as a root cause of the economic stagnation. Instead, North Korea is at a dire state that it is now today because of the limitations of socialism, demise of the Cold War, and ensuing collapse of Communist regimes in the former Soviet Union and so forth, economic embargo by the US, and above all by the failure of the North Korean economy, following failure of the agricultural policies based on the Juche ('self-identity based on the notion of self-sufficiency) Ideology. These are the set of factors that drove North Korea to the current dire state whereas it was at a comparable standing with South Korea until the early 70s.According to a survey conducted by the Ministry of Unification in South Korea, targeting North Koreans who took refuge in Korea, the number increase starting from 2000 to December of last year comprised 6,304. Based on the statistics of December 2004, this is an increase of 47.8% and 66.9% for men and women, respectively with 626 and 1,268 (increase of 1,281 compared to last year).Life event that of escaping from North Korea something that all North Korean refugees experienced assumes an immensely important significance in their life, and this is indeed an important event that brought about drastic change in life environment compared to pre and post escape from North Korea. Severe break away from their life in the past due to the escape from North Korea induces severe mental, psychological stress for them. In particular, after escaping from North Korea and until successfully land in South Korea, those who experience long-term refugee life elsewhere face increasingly severe difficulty (Go Soon Dok, 1999).North Korean refugees'' stress resulting from change in daily life and cultural environment and the question of adapting to the South Korean society are emerging as important societal problem, going beyond the few number of North Korean refugees as personal and one-time problem. In other words, North Korean refugees'' adaptation to South Korea explains the process whereby people adapt to new socio cultural environment and situation along with individuals solving their own personal problem. Hence, this data holds yet another significance thatof serving as a base data for the integration of South and North Korean societies. Currently, government and civilian organizations provide financial and system level support to the North Korean refugees, but they are not able to induce economic, psychological, and societal adaptation. Due to this failure to adapt to the South Korean culture, some are trying to return. Through this, it is possible to get a glimpse of this problem''s seriousness.Although precipitated expectationfor the reunification disappeared somewhat due to the recent South Korean economic stagnation, and serious after effects of reunified Germany, diverse set of arguments are made on reunified Korea along with the international trend that changed every moment, and crisis that the North Korean regime faces and so forth. With the significance of accumulating internal capability against what reunification may bring, these arguments are immensely important reunification preparation.While all people in the South and North try to recognize differences to form harmony in life, it is necessary to realize a society where free and worthy life is pursued. Given this, North Koreans who live in South Korea today assumes an immensely important significance for preparing for a reunified Korea.
