    Assorting a person intended for a specific education for a gifted person, is not easy. The distinction of a gifted children is to classify children into brilliant children or non-brilliant children by deciding whether A child is a gifted person or not, while Selection is to decide whether A child is suitable for a person intended for an educational program supplied by an educational institution for brilliant children. An each educational institution for brilliant children must select a suitable brilliant children after setting up the purpose, contents level and method of specific educational program for brilliant children, considering the psychological property and education for an each brilliant children must be consistent. However, in present, several educational institution is estimated to neglect originality and tenacity for a theme in a selective procedure among the methods of selection our country's several educational institution for brilliant children adopt.
    That's why this development of an objective tool to measure the initiative or tenacity for subject is difficult and a tool that is developed up to now, is not abundant. Especially, the process for selecting information brilliant intellects depends on the principle of selecting most science brilliant intellects or mathematics brilliant intellects or frequently results in selecting a common brilliant intellect, who has much knowledge connected with information rather than information brilliant intellects.
    This thesis examines how qualifications or guideline for applicants has changed, concerning brilliant children whom educational institution for brilliant children selected in the past 5 years and suggest model, as a reform measure of distinction and selection of an information brilliant children.
    First, this research establishs a cyber distinction system for brilliant intellects, considering all persons who wish, are able to participate in this process.
    Second, this research reflects tenacity for subject by giving an objective point for a long time and heightening points depends on the period, frequency. (provided that Database must be achieved.)
    Third, the definition used in distinguishing brilliant intellects, should be clearly known, belong to anyone's opinion.
    Fourth, this research consider way that can commonly have specialist who distinguish students.
    Fifth, this research give a high evaluation on the ability in original problem solution and in discovering problem rather than the high ability in solving problem.
    Sixth, this research estimates an ability in suggesting a problem after reading an information quiz problem, an information connected book.
    Seven, this research makes a database regarding connection number of times, the time of staying, times of raising writings in notice board, spreaded thought, tenacity, etc,.
    Subject to study additionally is as following.
    First, tool for estimating originality among information brilliant intellect's definition, is needed.
    Second, development of an objective distinction tool to evaluate tenacity for subject is required.
    Third. research for database after selection should kept on.
