제2종 지구단위계획 적용실태와 운영방안에 관한 연구 : 全羅北道를 中心으로 = A Study on the Actual Conditions of Type Ⅱ District Unit Plan Applied and Operation : Focused on Jellabuk-do

The study is intended to review the actual condition of the Type Ⅱ District Unit Plan designation and the operation status by analyzing the actual sites.
The number of Type Ⅱ District Unit Planned Areas in Jeollabuk-do is 270 sites, of which 37 have been designated since 2003. For the purpose of the study, to review the actual condition of the Type Ⅱ District Unit Plan, 8 sites were selected and analyzed.
The directions of improvement in operating the Type Ⅱ District Unit Plan may be summarized as follows.
First, regarding the residential type, it is necessary to establish applicable guidelines between the district according to the applicable act and the district designated for the inartificial community differently.
Secondly, regarding the industrial type, the application of guidelines should be more flexibly operated, rather than the reality that it has been mainly designated on the basis of individual plants and factories.
Thirdly, regarding the distribution type, it would be desirable to integrate it with the city planning facility or absorb it as a special type and to operate it accordingly.
Fourthly, regarding the tourism type, any confusion of operation should be avoided by applying a tourism master plan.
Fifthly, regarding the specific type, it is necessary to apply the establishment criteria by grouping similar types.
Sixthly, besides the above-stated improvements, it needs reduction of basic data survey and extension of decisive power up to mayor or Gun-office governor, and the system should be efficiently operated by increasing specialty and expertise through expanding the city planning position in the applicable department or securing the persons in charge to work for the department for a longer time.
By analyzing the actual conditions of the Type Ⅱ District Unit Plan in Jeollabuk-do, the study suggested the operation method but further studies will need to be conducted and a comparative review with other areas, so that the Type Ⅱ District Unit Plan can be settled as a locally-fitted system.
