      Songliao River Basin is located in Northeast China, which is the most important major grain producing area in China. In order to realize the harmonious development of society, economy, population and environment, on the basis of reading a large number of documents, this thesis summarizes the domestic and international current research situation of water resources carrying capacity, using a method of Index of Water Supply and Demand(IWSD) to study the water resources carrying capacity of Songliao River Basin. Firstly, the investigations and evaluations of water resources, calculate the average total available water resources; then, forecast of water demand in 2030 by using trend rating method; Finally, IWSD method is used to evaluate water resources carrying capacity of Songliao River basin. The main results of the study are as follows:
      1. Songliao River Basin water resources situation is more adequate. The average total amount of water resources is 1989.88×108 m3, water resources Songliao River basin can use a total of 1422.4×108m3.
      2. By using trend rating method to predict the water requirement of river basin in 2030, forecasting was made from four aspects: living water demand, agricultural water demand, industrial water demand and environmental water demand. living water demand is 135.85×108m3, agricultural water demand is 160.15×108m3, industrial water demand is 24.78×108m3, environmental water demand is 912.35×108m3.
      3. The IWSD was calculated as 0.36. It shows that the water resources available in the basin can meet the water demand of the socio-economic system in the region. It is expected that the supply and demand of water resources will maintain a balanced state during the period, supply and demand are in good condition.
