지역농협의 여성복지프로그램 개발을 위한 사회복지욕구 조사 = (A) Research on social welfare needs for development of welfare program for women in agricultural union

국문 초록 (Abstract)

우리나라 농협은 1961년 종합농협으로 발족한 이래 농촌주민들의 경제생활 안정에 기여해왔다. 특히 1994년 이후부터는 복지사회의 구현이라는 국가정책과 복지욕구의 증대에 맞추어 농업인의 복지증진과 삶의 질 향상 등 복지사업을 전개해오고 있다.
그러나 오늘날 농협에 과해지고 있는 사회적 책임은 단순히 경제적인 협동체로서뿐만 아니라 복지적 관점에서 조합원 및 지역주민의 사회·심리·문화적 차원에서의 삶의 만족과 자아실현의 기회를 제공할 수 있어야 한다는 것이다.
이러한 관점에서 본 연구는 농협에 과해지고 있는 사회공헌 책임에 농협이 어떻게 대응하고 있는가를 여성복지사업을 중심으로 분석하였다.
(1) 협동조합의 이념과 철학에 입각하여 볼 때 농협의 지역사회복지 실천주체로서의 역할 수행은 바로 농협의 존재의의라 할 수 있다.
(2) 농협에서 실시하고 있는 여성복지 프로그램의 분석결과는 능동적이고 주체적인 사회적 존재로서의 여성의 사회적 책임 수행과 자아실현을 위한 프로그램이 되지 못하고 있으며 대상이 한정되어 있다.
(3) 농협 이용 여성고객의 사회복지욕구 조사에서 나타난 결과는 농협복지사업에 대한 인식도·이용도가 매우 낮으며 만족도에 있어서는 각 서비스에 대한 평가가 대부분 보통으로 나타났다. 만족도가 높은 프로그램은 주부대학, 알뜰시장 개설, 장바구니들기 운동이었으며 농협에 가장 바라는 사회복지 프로그램은 영유아 프로그램으로 나타났다.
또한 일반 지역주민의 입장에서 농협의 발전을 위한 조언으로는 비조합원도 농협의 사회복지서비스를 이용할 수 있도록 수혜대상을 확대해주기를 바라고 있었다.
이상의 연구결과로 미루어 볼 때 농협의 여성복지사업은 지역사회와 함께 하는 농협으로서「조합원뿐만 아니라 전체 지역사회 주민의 복지를 위하여」지역사회의 핵심적인 집단인 여성들의 복지향상과 잠재적 능력을 계발하여 여성으로 하여금 지역사회 복지발전에 공헌할 수 있도록 하기에는 극히 미흡하다고 할 수 있다.
따라서 농협은 사회적 책임과 공헌이라는 농협이념에 입각하여 여성을 생활주체자로 인정하고 경제적·사회적·문화적 차원에서 여성들의 자아실현 욕구, 사회참여 욕구, 사회공헌 욕구를 반영한 복지프로그램을 개발하여 제공하여야 할 것이다.

다국어 초록 (Multilingual Abstract)

Our Agricultural Cooperative Union has made a contribution to an economic stabilization of rural residents ever since the starting of General Agricultur al Cooperative Union on 1961. Especially, the Agricultural Cooperative Union has spread out welfare activities like the development of agriculture people's welfare and the improvement of their life quality in accordance with national policy and enlarged welfare desire for the realization of welfare society after 1994.
However, the imposed social respon sibility of the Agricultural Cooperative Union in these days is that the union has to give a chance of self realization and a life satisfaction in social, psychological and cultural dimension to the union members and to local residents from welfare point of view as well as only economic union.
With these viewpoints, this research analyzes how the Agricultural Cooperative Union has responded to its' imposed social responsibility centering around women welfare activities.
(1) From the stan dpoint of Cooperativ e Union's ideology and philosophy, the Agricultur al Cooperative Union has a reason for an existence when it carries out its' role for a local society welfare as a subject of practice.
(2) The result of women welfare program analysis which has done by the Agricultural Cooperative Union is that the program is short of self realization and of women's social responsibility performance as a positive and a subjective social being, and the object of it is limited.
(3) The result of an investigation for a social welfare desire of women customers who make use the Agricultural Cooperative Union is that the rate of utilization and of understanding for an agricultural welfare activity are very low and the rate of satisfaction for every service is most normal. The programs which have a high satisfaction rate are women college, opening an economic market, the movement of having a market basket, and their sincerely hope for a social welfare program is the program for an infant and a child.
Moreover, the advice for the development of Agricultural Cooperative Union from the viewpoint of general local residents is that the receiving object is enlarged to non union members so that they can use the social welfare service of the union.
From these results, women welfare activities of Agricultural Cooperative Union as a union along with a local society for the welfare of general local society residents as well as the union members are very in sufficient to make women to contribute for a local society welfare development with the improvement of their ability and with the improvement of women's welfare as a core group of a local society.
Therefore, the Agricultural Cooperative Union with a viewpoint of its ideology called social respon sibility and contribution has to recognize women as a subject of living and to develope welfare program which is reflected women's desire of selfrealization, of social participation and of social contribution in economic, social and cultural dimension, and give these programs to them.
