      This study projected the principle of Deming s philosophy of quality and debated its educational meanings. Deming s theory appeals to educational situation. Even if Deming s theory was introduced several time on the ground of the TQM theory, we must translate this theory as educational meanings to contact a educational phenomenon. First of all, I analyzed the definition of quality, customer and outcomes on the education. The main body of the article deals with how Deming s theory in 14 points may be applied to education. It guided to the non-competition system in which everyone is considered a learner. Ultimately Deming prospected for the school not as organization but as learning place.
