일 사의 플랜트현장 설문조사를 통한 건설업 기초안전보건교육 개선 연구 = A Study on the Improvement of Plant Construction for Basic Safety and Health Training through Questionnaire

국문 초록 (Abstract)

제 목 : 일 사 플랜트건설현장의 설문조사를 통한 건설업 기초안전보건교육 개선 연구

최근 고용노동부에서는 건설업 산업재해를 감소시키기 위한 하나의 방안으로 체계적인 안전보건교육의 기회를 건설업 근로자에게 제공하는 기초안전보건교육 제도를 도입하여 시행하고 있다. 본 연구에서는 기초안전보건교육은 시범사업을 실시한 이후 이에 대한 분석결과 교육의 성과가 어느 정도 있다고 판단하고 동 교육의 내실화와 질적 수준 향상을 위하여 건설업 근로자들을 위한 기초안전보건교육제도를 제도적으로 도입, 현재 실시하고 있는 기초안전보건교육을 플랜트 건설업체 관계자와 플랜트 현장의 교육이수 근로자를 대상으로 설문조사를 통하여 기초안전보건교육의 만족도 및 효과를 파악하여 그 결과에 따라 건설업 기초안전보건교육 제도의 정착에 도움이 되고자 실시하였다.
설문조사는 국내건설사 중 1개 대형건설회사에 대해 1,000억 원 이상의 플랜트 공사를 수행하고 있는 현장 5개소를 방문하여 건설업기초안전보건교육을 이수한 근로자 437명과 이수자를 고용한 건설관계자 64명을 대상으로 건설업기초안전보건교육 관련 설문조사를 실시하고 그 결과를 분석하였다.
분석방법으로는 Excel과 SPSS 15.0(ver.)을 이용하였으며, 구체적으로 적용된 분석방법은 변수 및 요인에 대하여 기술통계분석(Descriptive Analysis)과 요인들간의 상관정도를 파악하기 위해서 상관관계분석을 실시하였고, 변수간의 관계를 파악하기 위해서 교차분석을 실시하였다.

연구 결과로 교육이수 근로자의 기초안전보건교육의 교육서비스(강사, 교재, 강의실 등)와 교육만족도(의식수준, 지식, 태도)는 전체적으로 “만족한다”이상으로 나타났다. 다만 각 문항에서 몇 개의 특정 전문 공종은 “보통”의 만족도를 나타내었다. 건설관계자의 교육이수 근로자에 대한 만족도에서도 “만족한다”이상을 나타내었다. 그리고 보수교육주기에 대하여 2년, 3년이 61%, 적정 보수교육시간은 2시간이 53%로 나타났다.

플랜트 건설업에서의 기초안전보건교육 실시는 전반적으로 긍정적인 결과로 나타났다. 그러나 몇 개의 특정 직종에서는 만족도가 다소 낮게 나타나 기초안전보건교육의 세분화된 직종별 교육이 필요하다고 판단되며, 현재까지 보수교육의 의무는 없지만 향후 일정기간의 보수교육이 필요할 것으로 보여지며, 교육주기와 적정시간에 대하여서 검토가 필요할 것으로 사료된다. 이를 잘 활용한다면 교육효과와 안전활동수준을 높일 수 있을 것이라고 기대한다. 그리고 향후 단계적으로 시행해야 할 중·소규모의 건설현장에 대한 적응을 위하여 더욱 더 많은 연구가 진행되어야 할 것이다.

Abstract

This study is conducted to understand the satisfaction and effect of the current basic safety and health training through questionnaires distributed to plant construction sites and workers who have completed training at plant site, and help to establish the institution of building industry basic safety and health training according to the findings.
437 workers who have completed the building industry basic safety and health training and 64 building practitioners who employ them were surveyed about the training, and the findings were analyzed by visiting 5 sites in which the plant construction which would cost over 100 billion won is being implemented, under one large construction firm among construction firms in Korea. In analysis, Excel and SPSS 15.0(ver.) were used, specifically, the descriptive analysis of variables and factors and correlation, the analysis for understanding of correlation among factors and the cross analysis for grasping the relations of variables were implemented,
The result of this study suggests that the training service (instructor, teaching materials, lecture room, etc) and training satisfaction (consciousness level, knowledge, attitude) of the basic safety and health training seemed to be beyond the 'satisfied' level in general. But some specific kinds of construction tasks in each questions showed the 'moderate' level. The construction practitioners' satisfaction for the workers who have completed the training was also over the 'satisfied' level. And it was found that 2 and 3 years were 61%, for the frequency of in-service training, and 2 hours were 53% for the duration of in-service training.
The result of the basic safety and health training in plant construction company seems to be entirely affirmative. However, since some specific jobs were somewhat less satisfied, the training should be implemented according to more segmented jobs. The in-service training is not yet compulsory but the training for a certain period of time would be necessary in the future. In addition, the frequency and adequate time of training are considered to be reviewed. Through these processes, the training effects and the level of activity for safety are expected to be enhanced. And more and more researches would have to be conducted for the application of it to be gradually conducted hereafter, to medium and small construction sites.
