유럽연합 에너지 협력 실패에 대한 이론적 소고 : 나부코 프로젝트 사례를 중심으로 = Theoretical Approach Towards the Failure of EU Energy Cooperation: Focus on Nabucco Pipeline Project

European countries that experienced two Oil Shocks in the 1970s introduced Russian natural gas under the ostensible premise of price and supply stability. This choice was made despite strong opposition from the United States in the early 1980s, when the Cold War worsened, but paradoxically, Europe’s energy security crisis continues today. Because the internal cooperation in European countries as failed. This paper aims to explain why the Nabucco pipeline project, which was launched to overcome this crisis, failed from the perspective of International Political Economy. European countries have failed to overcome the Prisoner’s dilemma game through the Nabucco project. The cause of Europe’s failure was not in Europe but because of the Russian strategy. Kremlin is using energy as a weapon to push policy changes by pressure in small power governments with vulnerable energy security. Therefore, the EU needs to take concrete the mechanism of cooperation among Central and Southeast European countries with weak energy supply structures for the success of cooperation.
