    Today we expect police to perform diverse tasks. To scope with these needs, the police system must be reformed. Police system in korea has many problems, especially centralization of police system. We have the most centralized police system. It is necessary to consider the way to decentralize police power.
    Local police system is suitable for understanding the unique situations of local areas, serves to local people closely, and has an open administration to which the people can access.
    The local police system has been discussed constantly to provide better police service for the people, especially ever since the local autonomy had been introduced in 1991. But the debates were broken off because of weakening national security, local government’s budget, and the dispersion of police power.
    National Government made a local police bill and brought in the National Assembly in November 2005. From that day on, the bill has been discussed actively among many people. Congressman Yoo, Ki June made another local police bill in December 2005. If a local police bill passes, there might be many changes in our police system. It is uncertain to pass the bill sooner or later.
    Jeju Special Self-Governing Province adapted local police system from July 2006. Jeju local police system is similar to National Government’s local police bill. Jeju local police belongs to a Governor. It has responsibility for maintaining the Jeju province and making inhabitants’ welfare.
    Jeju local police system has many problems. But it is the first time to operate local police system in Korea. We need to consider meaning and effect of decentralization police system.
    A comparative analysis of foreign police system is considered. We have studied many countries’s police system such as United States of America, Japan, France, Spain, Italy.
    The purpose of this article is to review Jeju local police system in order to settle down local police system in Jeju and other provinces in Korea. First of all, local police is independent of politics and has neutrality. And it should do it’s best to reflect the opinions of locals. To do so it is required to understand unique situations of Jeju areas which national police can’t.
    It is necessary to distribute the central and the local functions and financing adequately. Sufficient finance provision of the local government has to be guaranteed. In addition, it is needed to corporate national police and local police.
