The purpose of this study is to present a plan to organize an online Korean language curriculum based on the ‘Korean Standard Curriculum’ for non-professional migrant workers(E-9 visa holders) who entered Korea under the Employment Permit System. As domestic and foreign learners of Korean language increased and diversified, the need to present directions and standards for the development and operation of the Korean language curriculum also increased. Above all, the development of a representative curriculum was required as a standard for the Korean language curriculum, and accordingly, the National Institute of the Korean Language under the Ministry of Culture, Sports and Tourism announced the ‘Korean Standard Curriculum’ in November 2020.
The ‘Korean Standard Curriculum’ is a top-level and a national-level curriculum that can encompass both various educational sites and learners. It follows general and standard principles while presenting contents and systems that do not limit specific regions and learners, so it can be used in various ways depending on the educational environments, educational targets, and learning purposes. However, individual application studies based on the ‘Korean standard curriculum’ have not yet been actively conducted. Therefore, a study that contains the principles and processes to apply it to an individual(variable) curriculum, such as the “online Korean language curriculum for migrant workers,” which is the subject of this paper, is necessary. The process and results of this application will also help develop other individual curriculums in the future.
Meanwhile, as Korea’s status abroad has increased due to the globalization of Korean companies and the spread of Korean Wave worldwide, the number of migrant workers to Korea is increasing, and the demand for Korean language education for them is also increasing. At this point, it is necessary to develop a curriculum that reflects the learner factors of migrant workers and their learning environment. In particular, this study focuses on online curriculum, not offline, in consideration of learners’ situations in which it is difficult to secure stable learning time for Korean learning as well as the prevalence of COVID-19. To this end, this study will examine the learning environment and current status of Korean language education for migrant workers and present a plan to design an online curriculum based on the ‘Korean Standard Curriculum’. The design plan includes all of the characteristics and goals of the online curriculum for migrant workers, teaching notes, achievement standards, and evaluation directions.
