공동주택 리모델링의 현황과 제도적 개선방안에 관한 연구 = (The) study on the current remodeling conditions of the apartment housing and the systematic improvement plans

The Korean housing market has reached to 100% of housing supply rate as a result of concentrating on the quantitative supply. However, it is currently confronting with new issues on the limit of new project housing construction market and the deterioration of the existing massive apartment housing. And, as an alternative for reconstruction, the necessity and importance of the remodeling is highly getting social same opinions with considerable elements such as the environmental preservation, the energy saving and the limit of the floor area ratio.This study is to provide the improvement plans and the future development guidelines to improve the apartment housing remodeling by understanding the real conditions of apartment housing remodeling with case studies and by analyzing the current situation and problems related to apartment housing remodeling and systematic improvement plans.The survey analysis results are summarized as follows ;1) As a result of case studies on the practice of apartment housing remodeling, the problems are as follows : (1) a lack of establishing the specific standards and the operation procedures in terms of the laws and regulations (2) a lack of the residents' right awareness in terms of the maintenance & administration (3) a lack of the funds raising in the case of remodeling in the small․middle size in terms of the finance2) As a result of specialists' interview surveys, the control elements to activate the apartment housing remodeling are as follows : (1) a lack of specific standards and an application of the reconstruction related procedures & standards not associated with remodeling in terms of the laws and regulations (2) a lack of the sufficient funds for formal long-term repair, and of finance & tax support in terms of the finance (3) a lack of technology and operative process related development in terms of the research and development (4) the residents' reconstruction preference and the businessperson's wrong marketing in terms of the awareness3) As a result of the specialists' interview surveys on the plans to improve the apartment housing remodeling, there are as follows : (1) the construction regulations relaxation, the specific standards establishment through remodeling cases and the government support on the technology & process development in terms of the laws, regulations and policies (2) the acquisition & registration tax reduction, the long-term loan relaxation of the national housing funds and the housing mortgage loan rate relaxation in terms of finances and taxes (3) the organization of the maintenance & administration system and the actualization of long-term repairing plans in terms of maintenance and repair (4) the open building pursuit, various remodeling type development, remodeling related elements and parts development in terms of the technology & development (5) the education, the marketing and the establishment of standard rules and standard construction cost for improvement plans concerning with the associations in terms of the consciousness change.According to above results, in order to improve the apartment housing remodeling, it is showed to be necessary to establish the specific standards and procedures in the laws, regulations and policies, which will be accomplished by real remodeling cases. Therefore, it is very important to be taken continuous feedback on the remodeling cases between the government and the construction companies. Also, the current market of apartment housing remodeling is in the first step and so, it needs the incentives such as the regulations relaxation and the funds support to improve the market, in addition, the systematic maintenance & administration for a long time. Considering these plans by three groups, the government should be trying for the regulations relaxation and the finance & taxes support, the construction companies should be trying to develop business process through remodeling cases and the association should be trying for technology development and the residents' awareness change to maintenance & administration.Through above them, it will be accomplished to systematize remodeling related laws, increase the finance support, establish the remodeling process, apply the remodeling related technology, construct the maintenance & administration system and settle the right awareness on remodeling, which will be established the remodeling related systems firmly.

국문 초록 (Abstract)

우리나라 주택시장은 양적 공급에 주력한 결과 주택보급률 100%를 달성하였으나 신규 주택건설 시장의 한계와 기존에 대량 공급된 공동주택의 노후화라는 새로운 과제에 직면하게 되었다. 그리고 환경보존 및 에너지 절약, 용적률 제한 등은 재건축에 대한 대안으로 리모델링의 당위성이나 필요성에 대해서 사회적 공감대를 빠르게 확산시켜 가고 있다. 이에 따라 공동주택 리모델링에 관한 연구가 활발히 진행되고 있지만, 정책담당자 등 전문가를 대상으로 한 연구는 거의 이루어지지 않았을 뿐만 아니라 실제적으로 공동주택 리모델링의 활성화를 위한 제도 마련도 미흡한 실정이다. 따라서 본 연구에서는 사례조사를 통하여 공동주택 리모델링 실태를 파악하고, 전문가 면접조사를 통하여 공동주택 리모델링 관련 현황 및 문제점, 제도적 개선 방안을 파악하여 이를 바탕으로 공동주택 리모델링 활성화를 위한 개선방안 및 향후 발전방향을 제시하고자 하였다. 이를 위하여 리모델링조합이 설립된 공동주택에 대한 관찰조사 및 대상 주택의 관리소장 및 조합장 대상의 면접조사를 하였으며 리모델링 관련 정책 및 행정 담당자, 건설회사의 리모델링 부서, 리모델링 관련 연구원 등의 전문가를 대상으로 면접조사를 실시하였다.본 연구의 조사분석 결과는 다음과 같다.1) 공동주택 리모델링 시행실태에 대한 사례조사 결과, 리모델링 시행상 문제점은 법규 측면에서는 세부적인 기준이나 운영절차의 정립 미비와 유지관리 측면에서는 거주자의 유지관리에 대한 의식부족, 금융 측면에서는 중소형 평형 리모델링의 경우 자금조달이 문제가 되었다.2) 전문가 조사결과 공동주택 리모델링 활성화의 제약요인으로는 법규 측면에서는 세부적인 기준의 미비와 리모델링과 맞지 않는 재건축 관련 절차 및 기준의 준용 등이 있었다. 금융 측면의 제약요인은 형식적인 장기수선충당금의 적립과 금융 및 조세지원의 미비 등이 있었고, 연구개발 측면에서는 기술 및 업무 프로세스 관련 개발의 미비, 의식 측면에서는 거주자의 재건축 선호와 사업자의 잘못된 홍보 등이 있었다.3) 공동주택 리모델링 활성화를 위한 개선방안에 대한 전문가 조사결과, 법규 및 정책 측면으로는 건축규제의 완화 및 리모델링 사례경험을 통한 세부기준의 정립, 기술 및 프로세스 개발에 대한 정부 지원 등이 필요하다고 보았다. 금융 및 조세 측면에서는 취․등록세 감면과 국민주택기금의 장기저리융자, 주택담보대출비율 완화 등이 제시되었으며, 유지보수 측면에서는 유지관리 시스템의 체계화 및 장기수선계획의 현실화가 있었다. 기술개발 측면으로는 오픈빌딩의 추구, 다양한 리모델링 유형 개발, 리모델링 관련 요소기술 및 부품개발 등이 제안되었고, 의식 개선측면에서는 교육 및 홍보, 조합관련 개선방안으로는 표준 규약이나 표준 공사비관련 기준 마련 등의 방안이 제시되었다.이상의 결과에 따라 공동주택 리모델링의 활성화를 위해서는 법규 및 정책 측면의 세부적인 기준이나 절차의 마련이 필요한 것으로 나타났다. 이러한 것은 실제 리모델링 사례를 통해서 정립될 수 있으므로, 정부와 건설업체 사이에 리모델링 사례에 대한 계속적인 feedback 과정을 통하여 이루어질 수 있을 것이다. 또한 현재 공동주택 리모델링 시장은 초기 단계이므로 시장을 활성화하기 위해서는 규제 완화나 자금 지원방안 등의 유인책이 필요하며, 장기적으로 유지관리의 체계화도 중요할 것으로 보고 있었다. 이러한 개선방안을 추진주체별로 살펴보면, 정부 측에서는 규제완화와 금융 및 조세지원, 업계에서는 리모델링 사례경험을 통한 업무프로세스 개발, 학계에서는 기술개발, 주민 차원에서는 유지관리 및 의식개선 등의 노력이 있어야 할 것이다. 이를 통해 리모델링 관련법의 체계화 및 금융지원방안 다양화, 리모델링 프로세스 정립, 리모델링관련 기술의 상용화, 유지관리 시스템의 구축, 리모델링 의식 정착 등이 이루어져, 리모델링 관련 제도기반의 확립이 가능할 것이다.
