도매시장 시범휴업일 도입이 농산물 가격에 미치는 영향 분석 : 서울가락농수산물도매시장 사례를 중심으로 = The Impact of Pilot Wholesale Market Closure Days on Agricultural Auction Prices: Evidence from the Seoul Garak Wholesale Market

국문 초록 (Abstract)

가락동 농수산물 종합 도매시장은 국내 최대 공영도매시장으로 도매가격 형성과 도매유통의 중심지로, 최근 노동 여건 개선과 인력난 해소를 위해 주 5일제 전환 등 휴업일 확대 논의가 진행되고 있다. 본 연구는 2023년 이후 가락시장에서 시행된 토요일과 수요일 시범휴업을 사례로 휴업일 도입이 농산물 가격 변화율과 변동성에 어떠한 영향을 미쳤는지를 실증적으로 분석하는 것을 목적으로 한다. 이를 위해 2021년 1월부터 2025년 3월까지의 품목별, 일별 경락가격과 반입량 자료를 활용하여 무·토마토·샤인머스캣 등 7개 주요 품목을 분석 대상으로 선정하고, ARMA–GARCH-X 모형을 적용하여 시계열 분석을 진행하였다.
분석 결과, 대부분의 품목에서 요일 효과와 물량 변화율의 영향이 있는 것으로 나타났다. 분산 방정식에서는 휴업 이벤트 더미 계수가 통계적으로 유의하지 않아, 시범휴업이 농산물 가격 변동성에 영향을 주는 효과는 확인되지 않았다. 이러한 결과는 도매시장 주 5일제 도입 시, 휴업 자체가 시장의 불안정을 심화시키기보다는 품목의 특성, 휴업 요일, 대체 유통경로를 함께 고려한 세밀한 제도 설계가 필요함을 시사한다.

The Garak Agricultural and Marine Products Wholesale Market, Korea's largest public wholesale market, serving as the hub for wholesale price formation and distribution. Recently, discussions on expanding market holidays, such as transitioning to a five-day workweek, have been underway to improve labor conditions and address labor shortages. This study aims to empirically analyze the impact of introducing market closures on the rate of change and volatility of agricultural prices, focusing on the pilot Saturday and Wednesday closures implemented at Garak Market since 2023.
To this end, daily auction prices and import volume data by product from January 2021 to March 2025 were utilized to analyze seven major items, including radishes, tomatoes, and grapes, using the ARMA–GARCH-X model for time-series analysis. The analysis revealed that most items were influenced by day-of-the-week effects and variations in volume.
The analysis revealed that day of the week and volume change rates were significant for most products. In the variance equation, the dummy coefficients for market closures were not statistically significant, indicating that the pilot closures did not have a confirmed effect on increasing price volatility. These results suggest that when implementing a five-day workweek in wholesale markets, rather than assuming that closures will inherently deepen market instability, a granular institutional design is required that considers specific commodity characteristics, the selection of closure days, and alternative distribution channels.
