국립해양문화재연구소의 기록물관리 현황과 개선방안 = The study on records management of National Research Institute of Maritime Cultural Heritage|RISS 상세보기

This study aims to seek the plan to provide archival reference service and manage records systematically in public institutions without records centers. The National Research Institute of Maritime Cultural Heritage in this study is the only trial excavation of underwater cultural properties in Korea, performing work such as excavation of underwater cultural properties, scientific preservation, research, restoration, and exhibit. Records created in the process of this work have high value in academic research, and thus it is necessary to establish the records center to systematically manage the records. However, due to lack of awareness about records management, establishment costs, and employment of professional human resources, currently it is difficult to establish the record center. Thus, this research studied the plan for National Research Institute of Maritime Cultural Heritage to systematically manage records as well as search and use records in reality.
First, the distinct work performed in the National Research Institute of Maritime Cultural Heritage is divided into underwater excavation investigation, scientific preservation, Maritime Cultural Heritage research, and exhibit/publicity, in order to examine each process and the types and characteristics of the records created. And through surveys of each person in charge, interviews with records management staff, and data organized by participating in inventory arrangement and inventory, it grasped the actual condition and problems of records management. Based on the analyzed data, it proposes improvement plans in three perspectives: human resources and facilities, organization of create․declare․classification scheme, and development of finding aid.
This study presented improvement plans to systematically manage records suitable for National Research Institute of Maritime Cultural Heritage. Promotion is actually possible in human resources and facilities, and records created in work process can be declared without omission or loss through cyclic education in create․declare. And users can efficiently use the records by developing subject functional classification and finding aid.
This study grasped the actual state of records management of National Research Institute of Maritime Cultural Heritage and proposed improvement plans considering the characteristics of the institute. The subject functional classification proposed in this research is expected to enable systematic records management of public institutions that perform tasks of exhibition, research, and administration such as National Research Institute of Maritime Cultural Heritage, and also to enable users to efficiently search and use the records.

국문 초록 (Abstract)

본 연구는 기록관이 설립되지 않은 공공기관에서 체계적으로 기록물을 관리하고 기록정보서비스를 제공하기 위한 방안을 모색하기 위해 작성되었다. 본고에서 대상으로 하고 있는 국립해양문화재연구소는 국내에서 유일한 수중문화재발굴기관으로 수중문화재의 발굴과 과학적 보존처리, 연구, 복원, 전시 등의 고유 업무를 수행하고 있다. 이러한 고유 업무 수행과정에서 생산되는 기록물은 학술연구적으로 가치가 높기 때문에 기록관을 설치하여 보다 체계적으로 기록물을 관리할 필요가 있다. 그러나 기록물관리에 대한 인식 부재, 설치비용, 전문 인력 채용 등의 문제로 인해 현재 기록관 설치가 어려운 상황이다. 이에 본고에서는 현실을 감안하여 해양문화재연구소에서 기록물을 체계적으로 관리하고 기록물의 검색과 활용을 하기 위한 방안을 연구하였다.
먼저 해양문화재연구소에서 수행하는 고유 업무를 수중발굴조사, 과학적 보존처리, 해양문화재 연구, 전시․홍보로 나누어 각각의 업무 수행과정과 생산되는 기록물의 종류와 특징에 대해 알아보았다. 그리고 기록물목록정리 작업과 정수점검에 직접 참여하면서 정리한 자료, 기록물관리 담당자와의 인터뷰와 면담, 각 업무담당자를 대상으로 실시한 설문조사 등을 통해 기록물관리 실태와 문제점을 파악하였다. 이렇게 분석한 자료를 토대로 인력과 시설, 생산․등록․분류체계의 정비, 검색도구의 개발의 세 가지 측면에서 개선 방안을 제안하였다.
본고는 해양문화재연구소의 특성에 맞게 체계적으로 기록물을 관리할 수 있는 개선방안을 제시하였다. 인력과 시설의 경우 현실적으로 추진이 가능하며, 생산․등록은 주기적인 교육을 통해 업무 과정에서 생산된 기록물이 누락이나 망실없이 등록될 수 있도록 하였다. 그리고 주제별기능분류체계와 검색도구를 개발하여 이용자들이 효율적으로 기록을 이용할 수 있도록 하였다.
본 연구는 국립해양문화재연구소의 기록물관리 실태를 파악하고 기관의 특성을 고려한 개선 방안을 제안하였다. 본고에서 제안한 주제별기능분류체계는 해양문화재연구소와 같이 행정업무기능과 연구업무기능, 전시(박물)관업무기능을 수행하는 공공기관의 체계적인 기록물관리가 가능하고, 이용자들이 효율적으로 기록물을 검색하고 활용하는 것이 가능할 것으로 기대된다.
