A guarantee fund is the trust-supplement system for farmer and fisher for the purpose of serving the harmonious development of farm-fishery village economy due to smoothing the fund accommodation from bank organ, establishing the trust-centered bank order and supporting the efficient government funds of farm-fishery policy money as supplementing the deficient security ability for farmer and fisher through the trust guaranty.
Since establishing the fund, its management has served to the activation of trust-guaranty function as making use of Nonghyup's organization, personnel, network, etc. in spite of its poor fund resources as entrusting to Nonghyup central but confronts a change of management system so as to solve the problems like moral hazard, etc. happening because Nonghyup central is double as management organ of A guarantee fund depending on the change of conditions like the increase of government contribution and the sudden increase of alterative repayment according to an increase of trust size.
This study presented an improvement direction and method of A guarantee fund based on independent operation of A guarantee fund as the personnel problems of fund.
We must measure the trust evaluation for the origin of objective judgement so as to improve the poor problem of speciality and evaluate the correct trust ability and magnify the opportunity of education. We must apply CDP to the working-staff in A guarantee fund and make-ready the long-term working conditions achieve its result after systemizing to make partial qualifications ready about the moving-in staff to A guarantee fund.
The improvement of problems on moral hazard will make basic knowledge for each staff ready due to magnifying the consciousness education. We must remain the mutual check with other organizations due to magnifying the personnel composition of A guarantee fund. Also, the problem on information-asymmetry happening from moral hazard must propel the co-utilization of bank organ with A guarantee fund so as to use it through the mutual exchange of important informations related with trust guaranty.
The improvement on distortion of result-evaluation must change the evaluation method for the direction to support actually due to sublating the measurement evaluation and amending the evaluation items.
This study thought problems happening from the rotation-work system of personnel as entrusting A guarantee fund to Nonghyup central and took out their improvement plans. This took out an improvement plan in the other viewpoint from the existed researchers presented the efficiency and improvement of fund but it will be able to display larger effect on practicing with the integration and system improvement studied and discussed in the past. In the future, it is necessary to study systematically as integrating the system and problem of personnel covered with all the farms and fisheries getting out of the study on development of A guarantee fund having presented partially.
