가로주택정비사업의 문제점과 개선방안 : 서울시의 완료 사례를 중심으로

Urban Block Renewal Project is a designed and suggested plan that newly improved old houses in underdeveloped areas, residential environment, and various problems of current new town projects and redevelopment and reconstruction projects. Although the urban block renewal project has brought attention since the project can proceed and be completed quickly with existing infrastructure as it is maintained and simplified business procedure, it is true that few results of the project have been completed after introducing the project. Even the quickness of business procedure, considered as its merit through simplified administrative procedures, becomes prolonged for business periods, as shown in the propulsion trend. 
 This study wanted to complete the project quickly by simplifying business procedures by improving some problems that make the project prolonged because of many steps of redevelopment and reconstruction, but many problems occurred. Finally, this study tries to contribute to completion of urban block renewal projects currently in progress, reduction of damage of partners, and activation the government requires, by recognizing the reason why the business is delayed and by suggesting problems and improvements of completed urban block renewal projects in Seoul.
 In order to carry out the purpose of this study, we compared and reviewed the cases of completion of the street housing maintenance project in Seoul, identified current problems by referring to cases in progress, and analyzed the cause of the delay, that is, the reason why the project was not completed. 
 This study found that problems of the urban block renewal project are conflict among partners, lack of knowledge about the business of union members, additional time for supplementary documents, various problems of selecting a constructor for the union, lack of experts related to the project, lack of capability of developers and constructors of maintenance business, absence of integrated guidelines of the governments, and policy issues.
Based on the problems, this study suggested improvements such as installation of a dispute resolution committee for conflicts and disputes among residents, and creation of places to activate participation of residents. and the governments and local governments should cultivate experts and produce guidelines for the urban block renewal project, and then they have to distribute them. 
This study has a limitation that it researched the urban block renewal project through completed projects and the other projects in progress to recognize problems of the project and it cannot reflect too detailed conditions of the partners and every content of the business. Henceforth, existing policies and legislation must be revised and then reflected, and political support should be abundant for growth of the urban block renewal project. Then, this study would expect to help the urban block renewal project to be proceeding more quickly and safely by referring to this research.

국문 초록 (Abstract)

가로주택정비사업은 낙후된 지역의 노후화된 주택을 새롭게 개량하고 주거환경을 개선하며, 기존의 뉴타운 사업과 재개발·재건축 정비사업의 여러 가지 문제점을 개선하려 고안된 사업으로 제시되었다. 가로주택정비사업은 기존 기반시설은 그대로 유지하고 간소화된 사업절차로 신속하게 사업을 진행하고 빠른 준공을 할 수 있다는데 관심을 받아 왔지만, 가로주택정비사업이 도입된 이후부터 현재까지의 완료 사업 실적은 매우 부족한 상황이다. 가로주택정비사업의 행정절차 간소화를 통해 장점으로 관심받은 신속한 사업추진 속도마저도 가로주택정비구역 내에서 대부분 사업 기간이 장기화되고 있는 것으로 추진 동향 중 나타났다.
본 연구에서는 재개발·재건축 같은 정비사업이 많은 절차로 인한 사업 기간이 장기화한 부분을 개선하여 사업절차를 간소화해 사업 완료를 빠르게 진행하려고 했지만 여러 가지 문제점이 발생하였다. 결국 사업이 늦어진 원인을 파악하고 서울시 가로주택정비사업 완료 사례 중심으로 문제점과 개선방안을 제시하여 현재 진행되고 있는 가로주택정비사업이 사업 기간 내 마무리되고 조합원들의 피해를 줄이고 정부에서 바라는 활성화 부분에도 기여하여지고자 한다.
이러한 연구의 목적을 수행하기 위하여 서울시 가로주택정비사업 완료 사례를 비교 검토하고 사업 진행 중 사례를 참고하여 현행 문제점을 파악하고 사업이 늦어진 원인 즉, 사업이 완료되지 못한 이유를 분석해보았다.
가로주택정비사업의 문제점으로는 조합의 갈등, 조합원 사업에 대한 지식 부족, 보완서류 추가적인 시간 소요, 조합의 시공사 선정 시 여러 가지 문제, 관련 전문가 부족, 정비사업 시행·시공사의 역량 부족, 정부의 통합 가이드라인 없음, 정책적 문제 등이 나타났다.
이에 따른 개선방안으로는 주민들 간의 갈등 및 분쟁으로 인한 분쟁조정위원회 설치 및 주민의 참여를 활성화할 공간을 만들어주고, 정부 및 지자체는 전문가 육성을 하고 통합 가로주택정비사업 가이드라인을 만들어 보급해야 할 것이다.
본 연구에서는 가로주택정비사업의 문제점을 파악하는 데 있어 서울시의 완료 사례 및 진행 중 사례로 접근하였지만, 너무 세부적인 조합의 속사정 및 모든 사업의 내용을 전부 반영하지 못한 한계가 있다. 향후 현행 정책과 법률을 좀 더 개선하여 반영하고 가로주택정비사업을 믿고 잘 성장할 수 있도록 정책적 지원을 아끼지 말아야 할 것이며, 이후 가로주택정비사업의 사업 진행에 있어 본 연구를 참고하여 좀 더 빠르고 안전한 사업 진행에 도움을 주고자 한다.
