장애인 복지시설 입지 공공성 평가에 관한 연구

국문 초록 (Abstract)

장애인 복지 정책은 대표적인 공익정책으로 서비스를 제공하기 위한 장애인 복지 시설의 입지 공공성 확보는 중요하다고 할 수 있다. 시설물 밀도와 인구 밀도 간 상관분석으로 축척지수를 계산하여 입지 공공성을 평가하는 방법을 장애인 복지시설 중 장애인 거주시설, 장애인 재활시설, 장애인 지역사회 재활시설에 적용하여 다음과 같은 결론을 도출하였다.
첫째, 전국적으로 장애인 복지시설에 대한 축척계수가 1.02로 선행연구에서 도출한 공공기관 축척계수인 0.70보다 현저히 높아서 입지 공공성이 낮은 수준임을 확인하였다. 둘째, 장애인 복지시설에 대한 시계열 변화를 파악하기 위해서 2010년도와 2015년도를 비교한 결과 장애인 거주시설은 2010년도 대비 2015년도에 축척지수가 0.134 증가하여 비교기간 동안 신설된 시설의 입지 공공성이 낮아졌음을 확인하였다. 셋째, 장애인 복지정책과 같은 공공성이 높은 분야의 정책을 계획하고 시행할 때는 관련 시설의 입지에 대한 공공성 평가를 도입하여 장애인 복지정책의 실효성을 높일 수 있을 것으로 판단된다.

다국어 초록 (Multilingual Abstract)

The locational publicness of the disabled person’s welfare facilities is getting important due to the disabled person’s welfare policy is a public policy. In this research the scale factors for a disabled person’s a residential facility, a rehabilitation facility and a regional rehabilitation facility has been calculated in the consideration of a correlation analysis between the facility and population density. The conclusions can be summarized as follows :
First, the scale factor on the overall disabled person’s welfare facility calculated as to 1.02 that is higher than 0.70 which is the prior research scale factor on public organizations in the country. Second, in order to check the time series changes from 2010 to 2015, the changes of disabled person’s a residential facility scale factor has shown highest facility increased 0.134 that implies the new facilities that have been built during the period the locational publicity level have decreased. Third, the locational publicity evaluation need to be carried out in the related facilities when formulating and implementing public policies such as disabled person’s welfare policy.
