지방자치단체 민간위탁 대상사무 선정의 우선순위 분석 = The Empirical Study On Analyzing Selection Standards of Contracted Out Public Services

다국어 초록 (Multilingual Abstract)

This study is to analyze selection standards of contracted out public services. In order to analyze, I categorized selection standards into service replaceability, publicness and stability of service, economic efficiency, availability of private knowledge or technology, performance measurement easiness, transparence of management and operation, private service provision market, improved quality of service. Using methodology of AHP(Analytic Hierarchy Process). I found that improved quality of service, publicness and stability of service, availability of private knowledge or technology, transparence of management and operation are more important than others in general. And First, improved quality of service, publicness and stability of service, availability of private knowledge or technology, economic efficiency are very important in general public policy. Second, in social policy, publicness and stability of service, improved quality of service, availability of private knowledge or technology, transparence of management and operation are important. Finally, in economic policy, availability of private knowledge or technology, improved quality of service, transparence of management and operation, publicness and stability of service are preferred. After I suggested policy implication.

국문 초록 (Abstract)

본 연구에서는 지방자치단체 민간위탁 대상사무의 선정의 우선순위를 분석하고, 이를 통해 지방자치단체 민간위탁 대상사무 선정의 합리적 기준을 제시하는 것이 목적이다. 이를 위하여 본 연구에서는 이론적으로 민간위탁의 민간위탁의 개념, 법적 근거, 장단점 등을 살펴보고, AHP 분석방법을 활용하여 지방자치단체 민간위탁 대상사무의 우선순위를 분석하였다. 분석결과, 민간위탁 대상사무를 선정할 경우 공공서비스 품질향상, 서비스 공급의 공공성 및 안정성, 민간의 전문지식 및 기술 활용 가능성, 관리 및 운영의 투명성 등이 중요하다는 점을 도출하였다. 또한 정책영역별로 살펴본 결과, 일반 공공정책 분야는 공공서비스 품질향상, 서비스 공급의 공공성 및 안정성, 민간의 전문지식 및 기술 활용 가능성, 경제적 효율성이, 사회정책 분야의 경우, 서비스 공급의 공공성 및 안정성, 공공서비스 품질향상, 민간의 전문지식 및 기술 활용 가능성, 관리 및 운영의 투명성이, 경제정책 분야의 경우, 민간의 전문지식 및 기술 활용 가능성, 공공서비스 품질향상, 관리 및 운영의 투명성, 서비스 공급의 공공성 및 안정성 등이 중요하다는 점을 도출하였다. 이를 토대로 정책적 함의를 제시하였다.
