지역경제활성화를 위한 자치단체역할에 관한 연구 : 서울특별시 영등포구를 중심으로

On the assumption that it is necessary to develop a substantial and practical local administration which is appropriate for the era of local self-government, realize an independent local development―the true meaning of local self-government system―and activate local economy of Yeongdeungpo-gu by maximizing its potentials under the rapidly changing environment home and abroad, this study assessed the current status of activation of local economy and the role of local self-government focusing on Yeongdeungpo-gu, analyzed residents' demand for the activation of local economy, and then groped after the role of local self-government for the independent industrialization and activation of local economy.
Study methods were literature examination, a questionnaire survey and an in-depth interview.
As for the examination of literature, theses for master's degree, academic journals and other materials were looked into.
As for the empirical study method, a questionnaire was worked out and a questionnaire survey of 210 public officials and residents in Yeongdeungpo-gu was carried out. Data were statistically analyzed with the SPSS 15.0 program.
As for the in-depth interview, interviews with public officials and concerned persons in governmental agencies, such as Small and Midium Business Corporation, were carried out for about 1 hour.
Study findings are as follows:
First, the level of activation of local economy in Yeongdeungpo-gu was ordinary and the level of satisfaction with life quality in Yeongdeungpo-gu was also ordinary.
Second, the administrative support for the activation of local economy in Yeongdeungpo-gu was ordinary level and it was followed by inferior level, thus presenting the fact that overall administrative support was insufficient in Yeongdeungpo-gu.
Third, the establishment of high-tech industrial infrastructure in Yeongdeungpo-gu was ordinary or inferior and the specialty strategic industry was also ordinary or inferior, thus presenting that there was no landmark industry in Yeongdeungpo-gu.
Fourth, the degree of activation of commercial function was ordinary or fallen behind and the middle and long-term master plan for the activation of local economy in Yeongdeungpo-gu based on the above commercial function was ordinary by more than half, thus presenting that the role of Yeongdeungpo-gu was unsatisfactory.
Based on the above various functional problems of local economic administration required for the activation of local economy in Yeongdeungpo-gu, Yeongdeungpo-gu seems to unsatisfactorily carry out its functions of local self-government in such areas as the establishment of local economy development plan and the establishment of various systems for the supports and protection of local economy and business entities, and the cooperation and collaboration with residents and related agencies. And its establishment of cooperation system with the private sector was also insufficient.
Based on the above study findings, the investigator presents following suggestions:
First, it is necessary to secure and train specialty administrative human resources for the administrative support for the activation of local economy. And the coordinating or leading role for the relationship with business entities and residents must be carried out by specialty personnel and their organization must be upgraded from a team to a department, thus systematically supporting for their leading role.
Second, by discriminating the term of redemption of small and medium enterprise promotion fund, it must be operated in a long-term base, such as 5~7 years or `to 8 years. And it is necessary to place special analyzers of business technology and success potentials in the security foundation and then systematically support such business entities that have excellent technology but are difficult in financing.
Third, in order to cultivate and develop a venture valley, it is necessary to minimize the requirements of paper works and provide business entities in the valley opportunities of taking part in governmental policies in priority, such as the benefits of taxation system, financing and participating in exhibitions, and support them in a variety of ways.
Fourth, in order to promote local specialty industry, it is necessary to re-create the commercial street of steel materials in Munrae-dong, which accumulated considerable technology for the basic industrial activities, into the specialty area of steel technology and integrate related technology into it. In addition, it is necessary to establish an R&D complex center in the west and south area, focusing on Munrae-dong, thus creating jobs and activating local economy.
Fifth, it is necessary to enhance Yeongdeungpo-gu's mind of support for business entities by establishing infrastructure for the activation of local economy. Since local self-government's efforts have limitation in the local development, it is necessary to maintain close cooperative relations with upper governmental agencies such as the Ministry of Knowledge Economy and Seoul Metropolitan City government and secure the consultation of specialists, such as Seoul Fashion Center, together with the cultivation of business teams' research efforts. In addition, in order to remove residents' regional self-centeredness that dislikes the establishment of factories in their area, it is necessary to carry out continuous publicity and education. Seoul City's ordinances must be revised in order to build apartment houses even in the quasi-industrial zone. And it is necessary to remove all the factors that hinder the development of local industry, together with the regulations of business activities, except the factors that having direct influence upon residents, such as noise, bad smell and shock.
Sixth, in order to realize the regional specialization of Yeongdeungpo-gu, it is necessary to create an R&D complex for environment-friendly energy.
It is necessary to place 2,170 energy-related specialty business entities, distributed nationwide, such as sunbeam energy, bio energy, wind power and so on, in Yeongdeungpo-gu, and provide them research accumulation facilities and various administrative and financial supports, thus carrying out a specialized strategy for energy industry.
Seventh, using Yeongdeungpo "Times Square", it is necessary to establish the second Seoul business creation support center (tentatively named), thus establishing business support infra and realizing the activation of local economy.
Making the most of the square's advantages that consisting of shopping space, commercial facilities, hotel facilities and offices and combining convenient accessibility of traffics, including principal roads, it is necessary to establish a business creation support center, an infra for the activation of local economy.
Eighth, focusing on the international financing center in Yeongdeungpo, it is necessary to make multinational corporations move in the center. And by using the free rental system of Yeongdeungpo land, it is necessary to make good business corporations move in Yeongdeungpo, thus creating jobs and activating local economy.

국문 초록 (Abstract)

본 연구는 지방자치시대에 걸맞는 명실상부한 지역의 행정 발전 및 지방자치의 본래 의미인 지역의 자주적 발전을 이룩해야한다는 전제하에 그리고 급속한 국내외 환경변화 속에서 영등포구가 보유한 무한한 잠재력을 극대화시켜 지역경제를 활성화한다는 전제하에 영등포구를 대상으로 지역경제 활성화 실태와 지방자치단체의 역할을 평가하고, 지역경제의 활성화를 위한 지역 주민의 요구를 조사 분석하여 지역경제의 자주적 산업화와 지역경제의 활성화를 위한 지방자치단체의 역할을 모색하고자 한다.
연구방법으로는 문헌 고찰과 설문지 및 심층인터뷰 등을 병행하였다.
문헌적 연구로는 석사학위 논문, 학술지, 기타 자료를 참고하였다.
실증적 조사 방법으로는 설문지를 제작하여 자치단체 소속 공무원을 포함한 지역주민 201명을 대상으로 설문 조사를 실시하였고 자료 분석은 통계분석 프로그램인 SPSS 15.0을 이용하였다
심층인터뷰는 업무와 직접 관련이 있는 공무원과 중소기업진흥공단 등 관련 대상 기관 담당자별로 보통 1시간 정도의 인터뷰를 실시하였다.
연구결과를 요약하면 첫째, 영등포구의 지역경제 활성화 정도를 볼 때, 활성화 수준은 보통수준이였으며 영등포구의 삶의 질 충족부분도 보통 수준에 머물러 있었다.
둘째, 영등포구의 지역경제 활성화를 위한 행정적 업무지원이 그저 그렇다로 나타나고 있었으며 그렇지 않은 편이다가 그 뒤를 이어 전반적인 행정적 업무지원은 저조한 것으로 나타났다.
셋째, 영등포구의 첨단 산업구조 기반 구축은 보통 또는 저조한 것으로 나타나고 있었으며 특화된 전략사업 또한 보통과 저조한 것으로 나타나 영등포구만의 랜드마크적 산업이 없음을 나타내고 있다.
넷째, 상업 기능의 활성화 정도에는 보통 또는 낙후되어 있는 것으로 나타났으며 이 문제점들을 토대로 한 영등포구청의 지역경제 활성화를 위한 중장지 마스터 플랜에 대하여 그저 그렇다가 전체의 반을 넘는 분포를 보인 것은 영등포구의 역할에 대한 부진을 나타내고 있다.
따라서 영등포구의 지역경제 활성화를 위해 요구되는 각종 지역 경제 행정 기능상에 문제점을 보면, 영등포구는 지역경제발전 계획의 수립에서부터 각종 지원 및 보호 그리고 협조 및 협력 체계 수립 등 지방자치단체로서 해야 할 기능들에서 제 기능을 못하고 있다고 평가되며 민간 부문과의 협조 체계 구축 기능도 잘 수행하지 못하고 있는 것으로 나타나고 있다.
위 연구 결과에 따라 다음과 같이 제언할 수 있겠다.
첫째. 지역경제활성화를 위한 행정적 업무지원을 위한 전문적 행정인력을 확보하고 교육하여야 하며 기업체와 주민들의 조정자 또는 리더적 역할을 전문적 인재를 통하여 추진되어야 하고 그 조직을 팀단위에서 과단위로 격상시켜 주도적 역할을 수행토록 제도적으로 밑받침되어져야 한다.
둘째, 중소기업 육성자금의 상환기간을 차등화하여 5~7년 또는 8년까지 장기적으로 운영하는 방안이 필요하며 기술력은 뛰어나지만 자금확보에 어려움이 있는 기업체에게는 보증재단에 기업의 기술력 및 성공가능성 분석전문가를 배치하여 기술로 승부를 걸 수. 있는 기업지원 시책을 도입해야 한다.
셋째, 벤처벨리 육성개발을 위해 기업에 대한 자료요구를 최소화하고 세재혜택은 물론 해외판로지원, 자금융자, 전시회 참여 등 정부시책에 우선 참여할 기회를 제공하고, 지방 벤처벨리를 육성하는 다양한 지원이 이루어져야 한다.
넷째, 지역특화산업 육성을 위하여 바이오, IT분야 못지않은 여러 산업활동의 근간이 되는 상당한 기술력을 축적한 문래동 철재상가를 철강기술 특화지역으로 조성하여 기술력을 집약시킴과 동시에 문래동을 중심으로 서남권 R&D 콤플렉스 센터 추진을 통하여 일자리 창출을 통한 지역경제 활성화 전략을 수행하여야 한다.
다섯째, 지역경제활성화를 위한 인프라 구축으로 구청의 기업지원 마인드를 향상시키고 지방자치단체의 노력으로는 지역개발의 한계가 있으므로 지식경제부 등 중앙부처와 서울시 등 상위기관과의 긴밀한 협조체제를 유지하는 한편 서울산업통상진흥원 등 전문가 자문과 실무팀의 연구 노력을 함양해야 한다. 또한 공장을 무조적으로 멀리하려는 주민들의 지역이기주의 타파를 위해 지속적 홍보과 교육을 실시하고 준공업지역에도 아파트를 지을 수 있는 서울시 조례 개정 등 지역산업 발전을 저해하는 요인을 제거하고 소음, 악취, 진동 등 주민생활에 직접적인 불편을 주는 사항이 아니면 지역내의 기업활동 규제요인을 제거해야 한다
여섯째, 영등포구의 지역적 특화를 위하여 친환경에너지 특화연구단지를 조성, 추진하여야 한다.
국내의 태양, 바이오, 풍력, 바이오 등 전국에 분포한 다양한 분야의 2,170여개의 에너지 관련 전문기업을 영등포구로 입주시켜 연구의 집적 시설을 제공하고 각종 행정, 재정적 지원을 통하여 육성하여 특화된 산업전략을 추진하여야 한다.
일곱째, 영등포“타임스퀘어”를 이용한 제2서울창업지원센터(가칭)설립으로 기업지원 인프라를 구축, 지역경제활성화를 도모하여야 한다.
쇼핑공간과 상업시설, 숙박시설 및 오피스까지 결합된 장점을 이용하고 철도, 지하철, 주요 간선도로 등 편리한 교통의 접근성까지 결합하여 창업지원센터를 설립하여 지역경제활성화를 위한 인프라를 구축하여야 한다.
여덟째, 여의도의 국제금융센터를 중심으로 다국적 기업을 입주시키고 구청이 소유하고 있는 구유지를 무상임대 해주는 제도를 활용하여 새로운 양질의 기업체를 전입시켜 일자리를 창출하고 지역경제 활성화에 기여하여야 한다.
