國家産業團地 개발에 의한 移住民들의 생활변화와 복지대책에 관한 연구 : 移住團地로 이주한 原住民들을 대상으로

Respects this investigates the life actual condition, a life satisfaction and a social welfare craving of the natives · analyzed. National industry of analytical resultant large scale only · dam construction · character which provides land etc. to the new town development etc. common good enterprise is legitimate and is compensated that says but the time becomes disturbance in preparation and immigration fixation of substitute land, loses the family connection where the petty farmer ․ fisherman descends specially as the ancestor battalion · a delay etc. life ground and fixation is stabilized cannot seek the etc. region society which to one morning falls down with the nomadic people there is neither a possibility which will become an issue. Lost the life ground where as countermeasure the various branch countermeasure is enforced during that time about these people about the resident to the immigration countermeasure which is basic to be piece which is insufficient, this resident which has the life base which is fixed did the tendency which immigrates freely appearing to be prominent. 국문 초록 (Abstract)

본 연구는 국가산업단지개발로 인해 새롭게 조성된 이주단지로 이주한 원주민들의 생활상의 변화와 문제점을 조사하고, 합리적인 이주단지조성을 위한 개선안을 제시하는데 그 목적이 있다.
이를 위해 원주민들의 생활실태, 생활만족도 및 사회복지욕구를 조사·분석하였다. 분석결과 대규모의 국가산업단지·댐건설·신도시 개발 등 공익사업에 토지 등을 제공한 자는 정당한 보상을 받는다고 하더라도 대토의 마련과 이주정착에 시일이 소요 되며, 특히 영세농․어민은 조상대대로 내려오던 혈연·지연 등 생활근거를 상실하고 안정된 정착지를 찾지 못하여 하루아침에 유랑민으로 전락 되는 등 일대 사회문제화 할 가능성도 없지 않다. 그동안 이들에 대한 대책으로서 여러 가지 대책이 시행되었으나 생활근거를 상실한 이주민에 대한 근본적인 이주대책에는 미흡한 점이 있었으며, 일정한 생활기반을 가진 이주민은 자유 이주를 하는 경향이 두드러지게 나타나기도 하였다. 이와 같은 사정을 감안하여 형식적인 이주대책 이외에 생활정착지를 마련해 주기 위하여, 국가는 의무적으로 원주민이 만족할 수 있는 합리적인 사회복지 시설을 갖춘 뒤에 이주대책을 실시해야 할 것이다.
이에 다음과 같이 원주민에 대한 개선방안을 제시하고자 한다.
첫째, 무조건 통일된 대책과 보상보다는 다양화된 대책과 보상으로 원주민의 선택폭을 늘려줘야 할 것이다. 또한 모든 대책과 보상이 시행자 편의에 맞추어 설계하기보다는 이주민 입장에 맞도록 설계 되어야 할 것이다.
둘째, 그 동안 개발에 대한 성급한 발표와 단기간의 개발은 교통, 환경, 복지 등의 문제들을 야기하였다. 또한, 단기간의 개발로 인하여 일시에 토지와 가옥을 수용당하고 오랜 기간 적응하여 왔던 마을공동체 생활의 해체와 더불어 이주해야 하는 원주민들에게는 적응하기 힘든 생활환경의 변화를 가져왔다. 따라서 이제는 주위환경을 무시한 성급한 개발보다는 사회복지 욕구에 대한 수준을 분석하고 충분히 계획한 후 개발을 할 수 있는 방안이 모색되어야 할 것이다.
셋째, 기존의 생활터전에서 생활하던 수많은 원주민들은 새로운 국가산업단지 개발로 인하여 그 터전을 잃어버리고 고통과 갈등의 생활을 보내고 있다. 국가산업단지 개발이 단기간으로 개발하는 것도 중요하지만 이주민들이 실질적으로 필요로 하는 인간적인 사회생활을 위해서는 사회복지 대책이 최우선으로 해결되어야 할 것이라 생각된다.
