본 연구에서는 우리 사회의 대표적 취약 집단인 여성 가구주의 빈곤을 경제적 관점으로만 접근하는 기존 연구에 대한 한계를 지적하면서 여성 가구주의 빈곤을 다차원적이며 역동적으로 접근하고자 한다. 이를 위하여 양적방법으로 여성 가구주의 빈곤과 다차원적인 사회적 배제의 관련성을 실증적으로 검증하고, 그 결과를 토대로 여성 가구주의 삶의 시간 흐름에 따라 경험하는 영역별 사회적 배제의 역동적 특성을 살핌으로써 여성 가구주의 빈곤화 구조를 보다 심층적으로 고찰하여 연구 결과를 통합하는 설명적 모형의 혼합방법론(mixed methodology)을 활용하였다.
우선, 양적 연구 자료 수집은 설문 조사를 통해 이루어졌다. 자료 수집은 여성 가구주 유관 기관을 통해 눈덩이 표집(Snowball Sampling) 하였고, 수집된 자료는 SPSS 12.0을 활용해 빈도분석, t-test, 상관관계 분석, 로지스틱 회귀분석(Logistic Regression)을 실시하였다.
질적 연구에서는 여성 가구주 유관 기관들의 협조를 얻어 의도적 표집(Purposive Sampling)을 통해 정보를 잘 제공해 줄 수 있는 구술 면접 대상자를 선정하였고, 연구 현상에 대한 자료가 포화상태가 될 때까지 표집하였다. 자료 수집은 슛제의 이야기식 인터뷰(narrative interview)를 통해 연구 참여자별로 2-4회 이루어졌고, 자료는 전사하고, Nvivo2를 활용하여 의미코드와 구성요소를 범주화하였다. 내용 분석은 범주적 내용 분석(categorical content approach)에 따라 여성 가구주의 생애에서 공통적으로 발견되는 주제를 탐색하였고, 주요한 생애 전환(turnings)과 적응(adaptation), 주요 삶의 영역(dimension) 등으로 재구성하였다. 연구결과를 요약하면 다음과 같다.
양적 연구에서는 여성 가구주의 빈곤 여부에 따라 사회적 배제 영역에 차이가 있는지, 그리고 여성가구주의 빈곤과 상관관계를 가지고 있는 사회적 배제 요인들이 여성 가구주의 빈곤 여부에 영향을 미치는지를 실증적으로 검토하였다. t-test 분석 결과, 여성 가구주의 빈곤 여부에 따라 노동시장 영역, 주거 영역, 건강 영역 사회적 지지망 영역 등의 사회적 배제 지표에 유의미한 차이를 보이고 있고, 로지스틱 회귀분석 결과, 여성 가구주의 빈곤 여부에 영향을 미치는 사회적 배제 요인들은 노동시장 영역, 주거 영역, 사회적 안전망 영역의 변수들이었다. 이러한 결과를 토대로 다차원적 사회적 배제 요인들이 여성 가구주의 빈곤과 밀접한 관련성을 가지고 있으며, 빈곤에 선행하는 조건으로 작용하고 있음을 알 수 있다.
양적 연구 검증 결과를 토대로 시간 흐름에 따른 각 영역별 사회적 배제의 특성을 고찰하기 위하여 여성 가구주의 생애 전환에서의 적응과 사회적 배제의 영역별 특성을 살펴보았다. 우선, 연구 참여자들에게서 나타나는 생애 전환과 적응은 다음과 같다.
첫째, 결혼 전은 빈곤의 조건이 형성되는 시기로 딸로서 가족 내에서 진로 선택의 제약을 경험하며, 그로 인해 취약해진 인적자본은 이후 노동시장의 진입에서의 배제로 이어지고, 원하는 삶을 포기하고 가족을 돕는 역할을 선택하게 된다.
둘째, 결혼과정은 보조자로서 가족을 유지하고 빈곤에 빠지지 않으려고 노력하는 시기로 연구 참여자들은 실질적으로 남편의 생계부양 능력에 한계가 보임에 따라 생계부양 의무 분담을 위한 재취업이 불가피하게 되고, 어떻게든 결혼을 유지하기 위하여 근로와 가사·돌봄 역할 등 이중, 삼중의 역할을 감당하고 있음을 보여주고 있다.
셋째, 이혼 및 사별의 과정은 자녀를 위한 빈곤권 선택의 시기로 대부분의 연구 참여자들은 빚과 폭력으로부터 벗어나 자녀를 안정적으로 양육하기 위해 이혼을 선택하고, 국민기초생활보장이나 저소득한부모가족지원제도 등의 수급자가 됨으로써 빈곤층 진입을 선택하게 된다.
넷째, 여성 한부모의 삶은 빈곤이 유지, 재생산 되는 시기로 대부분의 연구 참여자들은 임금 비정규직 근로자로서 공적부조에 의존하게 되고, 자녀들의 안정적인 양육을 위하여 공적부조의 굴레를 벗어날 수 없게 된다.
또한 삶의 전환에 따른 적응 과정에서 연구 참여자들이 중첩적으로 경험하는 사회적 배제의 영역들은 다음과 같다.
첫째, 노동시장 영역의 배제 : 노동자? 일당쟁이!
연구 참여자들은 교육 기회의 배제로 인해 노동시장에서의 배제로 연결되고 있으며, 이는 사회보장 영역의 배제로 이어져 결과적으로는 경제적 결핍을 강화하고 있다.
둘째, 교육 영역의 배제 : 삶의 되돌이표, 교육
연구 참여자들은 교육의 양극화가 심한 사회구조에서 교육의 배제를 경험하면서 취업이 제약되고, 이는 배우자나 관계망의 제약으로 이어져 취약한 경제 상황에 까지 이르게 하고, 이 과정이 자녀에까지 되풀이 된다.
셋째, 사회적 지지망 영역의 배제 : 여성 가구주의 고립과 단절
IMF 경제 위기와 남편의 무능력으로 인해 곤궁 상태에 이르게 된 대부분의 연구 참여자들은 공적 지원 체계에 포섭되지 못한다. 그로 인해 사적 지지망에 의존하지만 결국 한계 상황에 이르게 되면서 사적 지지망을 스스로 단절시키고, 삶이 위축된다.
넷째, 사회적 안전망 영역의 배제 : 희망의 차단망
대부분의 연구 참여자들은 교육의 배제, 노동시장의 배제, 사회보험 체계의 배제를 경험하면서 삶이 불안해진다. 이러한 조건하에 최종 사회적 안전망인 공적부조와 함께 자활사업에 포섭되지만 제도적 한계로 공적부조 제도로의 포섭은 또 다시 노동시장 및 사회보험제도로부터의 배제로 연결되고 의존적인 삶을 선택할 수밖에 없다.
다섯째, 주거 영역의 배제 : 삶의 무게, 주거 문제
대부분의 연구 참여자들은 주거 불안을 경험하고 있으며, 주거관련 지원 조건은 공적부조의 수급 조건과 유사하기 때문에 근본적으로 삶의 조건이 달라지지는 않는다. 또한 영구임대아파트와 같은 저소득층 밀집 주거는 외부로부터의 낙인을 경험하게 하여 개인의 삶을 위축 시키고 있다.

The purpose of this study is to identify limitations of the existing researches in which the poverty of female-headed households as one of the representative vulnerable groups of Korean society is approached only from economic aspects and to approach the poverty of female-headed households multi-dimensionally and dynamically. For doing this, the author positively verified the relation between the poverty of female-headed households and multidimensional social exclusion by quantitative research, and based on the results, identified the dynamic characteristics of social exclusion by dimensions experienced by time flow of the life of female-headed households, and utilized mixed methodology of explanatory mixed methods design in which the results of the study are integrated by in-depth consideration of pauperization structure of female-headed households.
Data for quantitative research were collected by questionnaire via related agencies to female-headed households with snowball sampling, and the collected data was conducted of frequency analysis, t-test, correlation analysis, and Logistic Regression by using the SPSS 12.0 program.
As for qualitative research, the subjects for narrative interviews who could present sufficient information were selected via purposive sampling by cooperation of related agencies to female-headed households. The sampling was conducted until the data on the research phenomenon were saturated. The data was collected by narrative interviews of Schutze, which was performed two to four sessions based on the subjects. The collected data were transcribed and categorized of their significance codes and components by using Nvivo2. As for content analysis, the themes commonly shown in the life of female-headed households were researched on the basis of categorical content approach, and were reorganized into main turnings, adaptation, and dimensions. The results of this study are as follows.
In the quantitative research, the author positively examined differences in dimensions of social exclusion based on poverty of female-headed households and effects of social exclusion factors that are correlated to poverty of female-headed households on poverty of female-headed households. According to the results of the t-test, there were significant differences in social exclusion indicators such as dimensions of labor markets, of residence, of health, and of social support network based on poverty of female-headed households. Meanwhile, according to the results of the Logistic Regression, social exclusion factors affecting poverty of female-headed households included variables of dimensions of labor markets, of residence, and of social safety network. Based on such results, poverty of female-headed households and multidimensional social exclusion factors are closely related to each other, functioning as conditions precedent to poverty.
Based on the results of quantitative research verification, adaptation in turnings of female-headed households and characteristics of dimensions of social exclusion were investigated in order to consider the characteristics of each dimension of social exclusion by time flow. The turnings and adaptation of the subjects are as follows.
First, the period before marriage is the one that conditions of poverty are formed. The subjects experienced limitations in career selection within their family as a daughter, and the human capital weakened by such limitations is linked to exclusion from entry into labor market later. Then the subjects gave up life they want to live and selected a role to support their family members.
Second, the period of marriage is the one that the subjects made efforts to maintain their family and not to fall into poverty. As their husbands were limited in their ability to support family, the subjects were inevitable to seek new jobs to share the duty of family support, showing that they played doubled or tripled roles such as laboring and housework in order to maintain their marriage life in any term.
Third, the period of divorce or separation by death is the one the subjects selected becoming poverty. Most subjects selected divorce to escape from debts and violence and to nurture their children stably, and chose to enter into poverty by becoming recipients of the Nation Minimum Livelihood Security Law or the Support Service for Low-income Single-Parent Family.
Fourth, the life of female single-parent is the period when poverty is kept and re-produced. Most subjects depended on public assistance as low-income, non-standard workers, and failed to escape from the bridle of the public assistance for nurturing their children stably.
Meanwhile, dimensions of social exclusion that the subjects overlappedly experienced in the adaptation based on turning of life are presented below. The dynamic, inter-linked relations show the expansion and re-production of poverty of the subjects.
First, exclusion from dimension of labor market: not laborers but daily laborers. The exclusion of the subjects from educational opportunities is linked to the exclusion from labor market and then that from dimension of social security. These links consequently intensifies economic deficiency.
Second, exclusion from educational dimension: education, a returning system of life. The subjects experienced educational exclusion in the social structure with severe polarization in education, and the exclusion is liked to limitations in spouses or relation network and then to vulnerable economic conditions. These processes are repeated for their children.
Third, exclusion from dimension of social support network: isolation and separation of female-headed households. Due to the IMF economic crisis and incapacity of their husbands, most subjects became poverty and failed to be included in public support systems, which made them depended on private support network. However, when reached to a critical situation, they separated themselves form the private support network and their life was intimidated.
Fourth, exclusion from dimension of social safety network: isolation from hope. Most subjects lived with anxiety from the experiences of exclusion from education, labor market, and social insurance systems. Under such conditions, they were included in self-sufficiency support programs with public assistance as the final social support network, however, the inclusion into public assistance was again linked to exclusion from labor market and social insurance systems due to systematic limitations, and the subjects should select dependent life.
Fifth, exclusion from dimension of residence: Weight of life, problem of residence. Most subjects were experiencing residential unstableness. Their conditions of life were not changed in essence because conditions to residence-related support are similar to those to recipience of public assistance. Also, concentrated residence for low-income class such as permanent rental housing functions as stigma from the exterior, intimidating personal life.
