다국어 초록 (Multilingual Abstract)

In our daily life, Internet has become indispensable part of life but the report has revealed that it gave us not only convenience but also the side effects producing a number of crimes throughout the world.
Throughout this writing, we tried to reveal the correspondent legislation and the problems by consolidating the strong points of crimes and actions happening in the cyber world.
Unlike the traditional crimes, crimes revealing in the Cyber Space have many difficulties in regulating and controlling them.
In this situation, it is important not only to treat with the internet crimes but also to improve the environments of the internet before crimes happen.
In fact, we have difficulties to cut the cyber crimes in the main agencies of governments of public security because of the improved hacking methods.
Thus, each agency of the government should cooperate with corresponding agencies of the internet service to prevent the increasing crimes.
Also, the investigating agencies like the prosecutory authorities and the police should attention to train policeman and prosecutors and the persons charging for the current cyber crime center.
And the government should support to use the human and material resources not only in establishing long-term matching policy but also in joining in the construction of mutual assistance related with the cyber crimes in the international and national societies.
In the maintenance of laws, we should try to improve the rights of the Internet users by equally treating internet crimes and actual crimes happening in daily lives.
According to the situation that crimes happen, by making new laws and complementing the current laws, we should adopt the policy of the legislation applying a crime for many laws and not doing contemporary confrontation to have difficulties deciding the target of the punishment by not unifying the terms of laws but by connecting the current laws with the long-term laws.
