      다국어 초록 (Multilingual Abstract)

      The local autonomy system in korea has implemented in 1991 after the selection of local autonomy council. And the selection of governor, mayor and county's chief on local goverment have changed the policy-making, local bureacratic and public budgetting in local level after the july 1995.
      The democratic self-governing system may contribute, not only to achieve development between political and economic aspects but also politcal equality toward the year 2000.
      The Korean local government's responsiveness and accountability to citizens will be enhanced through the establishment of self-governing system.
      Local administrators have always faced tough challenges, since local governments are the key service providers of citizens' daily needs. Unlike administrators at other levels, local leaders must maintain face-to-face citizen interaction, including dealing with controversal life-style issues, such as housing, traffic zoing, and local business.
      Local administrative are poorly paid, morals as well as management and productivity are low, and polical and bureacratic constraints discourage from taking the intiative in local self development problems.
      This paper suggests that local governments in Korea will improve the capacity of existing adnimistrative service system to perform development functions more effectively by enhancing the attitude and moral of public officials to give several opportunities such as payment, working condition, recruitment and training program.
