Water scarcity driven by climate change has become one of the most critical social policy and governance challenges in Pakistan. While water scarcity is often addressed solely from environmental, hydrological, and technological perspectives, its impacts extend broadly to household security, gender relations, public health, livelihoods, community cooperation, institutional accountability, and social inequality. This paper frames climate-induced water scarcity in Pakistan as a social policy challenge, analyzing its effects on community vulnerability, collective action, and governance responses. The study adopts a qualitative research design complemented by quantitative secondary data. The analysis utilizes academic literature, policy documents, institutional reports, and descriptive indicators related to water availability, sectoral water use, groundwater dependence, access to drinking water, sanitation, climate vulnerability, and governance capacity. This analysis is grounded in a common- pool resource governance perspective and employs a political ecology framework to explain how water scarcity is socially distributed, institutionally managed, and unequally experienced. The findings indicate that water scarcity in Pakistan cannot be understood merely as a physical shortage of water. Instead, it encompasses multiple systemic issues, including unequal access, weak institutional coordination, limited monitoring, poor implementation, gendered labor inequality, household insecurity, and insufficient community participation. Lowincome households, women, rural communities, smallholder farmers, informal urban settlements, and marginalized regions are disproportionately vulnerable due to limited resources, poor service access, and restricted influence over water-related decision-making. Furthermore, this paper demonstrates that while communities exhibit various coping mechanisms, informal cooperation, water sharing, and conflict in response to water scarcity, these localized responses face clear limitations in the absence of accountable and inclusive institutional support.
