Since houses have their geographic characteristic or the fixed location, consumers' choices of houses as well as housing prices are much affected by characteristics of the regional public properties, environmental quality and service supplies. The purpose of this study is to analyze the housing price determinants affected by characteristics of the urban planning facilities and thereupon, examine what urban planning facilities would affect housing prices and consumers' choices of houses.
For this purpose, the researcher analyzed the housing price determinants affected by characteristics of urban planning facilities by means of the multiple regression analysis for three periods of 2003, 2005 and 2007. As a result, it was found that types of the urban planning facilities differed depending on the scale of population, and additionally, that they differed among cross-city communities, regional communities and neighborhood communities. As a consequence of the factor analysis for the housing price determinants, it was disclosed that the housing prices were affected by not only number of households, site area, number of the residential buildings and other complex features but also such urban planning facilities supporting the neighborhoods communities as community park, secondary and elementary schools and children's park and further, such community facilities as market, public facilities, subway station and railway station and such cross-city community facilities as hospital, lake park, mountain park and welfare facilities.
As a result of analyzing the housing price determinants based on the results of the above factor analysis, it was found that the most important determinant was the ratio of the unit houses of 85㎡ or wider. The next important determinant was neighborhood community in 2003 and 2005, but the scale of complex in 2007. Nevertheless, the neighborhood community was still an important housing price determinant. In addition, the results of the regression analysis for the three years of 2003, 2005 and 2007 showed that while neighborhood community was less and less important, ratio of the unit houses 85㎡ or wider was more and more important.
Lately, as the paradigm of the urban development has shifted from new town to urban regeneration, importance of the community plans has been highlighted, and thus, how to regenerate the existing communities emerges as very important planning point. As analyzed by this study, such paradigm shift may well be consistent with the conception that the urban planning facilities supporting the neighborhood communities would be very important for improvement of the living environment of the entire city.
Hence, although it is important in future new town plans and urban regeneration projects to improve the community image with such urban planning facilities as large-scale park, it is deemed more important to strike an idea how to create a community space with what urban planning facilities for the centers of each neighborhood community and how to interlink such facilities with each other to facilitate people's activities in each community. To this end, it is desirable to use diverse urban planning techniques including demolition of school walls and linkage of schools with public facilities to activate the communities.
