The purpose of this study is to provide suggestions for KOICA's primary school construction project as educational Official Development Assistance(ODA) by analyzing the recent case of KOICA's Nigerian primary school construction project from 2010 to 2012 through literature reviews and interview.
In order to achieve the purpose of this study, the following questions were set: First, what is the process of KOICA's primary school construction project as educational ODA? Second, what are characteristics of the primary school construction for Nigeria from analysis on tasks and the process of educational administration? Third, what are desirable directions for the primary school construction to improve outcomes and outputs?
To answer questions, this study conducted critical analysis of literature related to educational ODA and the preliminary investigation and the final evaluation report for this project provided from KOICA, and also did interviews with the specialist who work as part of the western African Team at KOICA.
The research results are as follows.
First, the process of KOICA’s ODA Project is normally divided eight stages: 1)demand survey, 2)selection of business, 3)preliminary investigation, 4)execution plan discussion, 5)business execution, 6)agreement between a donor country and a recipient country, 7)project implementation, 8)post evaluation.
Secondly, through the educational administration analysis, characteristics of this project are that it gave children in Gombe and Adamawa State learning opportunities in primary school, improved the quality of education, and provided not only hardware point of view for this educational support but also software format.
Lastly, in order to improve educational ODA, at the stage of planning, it is necessary that educational specialists be called into investigation and figure out exactly what is needed to make better education environment and more opportunities for children in a recipient country. In addition, empowerment training program need to be developed into customized one for each of the developing countries, added the know-how from our previous experience and strengthened so that they would not just admire advanced education environment but could learn and apply to their education system. Furthermore, it might be better to plan outside experts’ involvement in project evaluations, know-how and expertise about the effective way to build a primary school, and more specific and efficient budget.
