Residential areas in the original city center, which were formed through large-scale urban development in the past, have become deteriorated over the years, and the need for housing redevelopment projects has been continuously emerging to restore urban functions and improve housing deterioration. However, among the redevelopment complexes that are planned by integrating low-rise residences formed in many small blocks into one block, private redevelopment complexes are planned without considering the existing urban organizational structure or physical scale, and a boundary is formed between the existing city center and the redevelopment complex because business is prioritized over public. As a result, social problems such as disruption of the continuity of pedestrian space, disintegration of local communities, and intensification of conflicts between residents continue to occur. In particular, this study focuses on the creation of a disconnected community that occurs when there are public facilities near the target site when planning a private redevelopment community based on the reconstruction of the original city center. Public facilities are facilities for all members of the community, and a walking environment with convenient accessibility and safety should be prepared for everyone. Therefore, it is necessary to plan a shared space centered on the accessibility of existing public facilities when planning a private redevelopment housing complex. Due to these problems, the Seoul Metropolitan Government recently established the Rapid Integrated Planning System, a Seoul-type maintenance support plan, to support private maintenance projects by establishing guidelines that harmonize business and publicity with local residents from the early stages of privately led redevelopment and reconstruction projects.
Therefore, this study lays the foundation for creating shared spaces through three-dimensional movement planning at the architectural scale, such as pedestrian walkways and driveways that can be used by the public, in the planning of private redevelopment joint residential complexes to enhance opportunities for sharing the use of shared spaces between residents and public facility users. In the case of the redevelopment project in Cheongnyang-ri-dong 19, which was analyzed through a case study, the rapid integrated planning process focused on the characteristics of the area where public facilities for the socially disadvantaged are located in the immediate vicinity of the target site. Accordingly, public circulation planning considering the accessibility of existing public facilities and complex planning centered on shared spaces were carried out. In addition, the various alternative uses of shared spaces in various three-dimensional complexes presented in this study can induce symbiosis and mutual benefit between public facilities and private redevelopment complexes through reasonable and practical space use. The various types of prototypes presented in this study can be used in the initial planning of future private redevelopment housing complexes, and private housing complexes with shared and public spaces can be expected through the application of each type of space.
