사회운동은 어떻게 보수정당의 복지정책을 바꾸는가?: 정치매개모형을 통한 반값등록금운동 사례 분석, 2008~2011 = How Do Social Movements Change Welfare Policies of the Conservative Parties?: An Analysis of the Movement for University’s Half-Price Tuition

Discourses on welfare politics often have been treating the organization of the working class and the institutional power of left-wing parties as the main factor explaining welfare state development. However, in a society where unions and left-wing parties are historically vulnerable, the path to the welfare state can be more diverse and complex. This study analyzes the unique political process in which social movements influence welfare policies, focusing on the ways in which the social movement achieves policy reform by affecting conservative parties. Based on the political mediation model that emphasizes the effects of different combinations of movement strategies, political environment, and the interests of institutional political actors upon movement outcomes, this study investigates the case of the campaign for half-price tuition, which began in 2008 and climaxed in 2011, with a focus on the process of achieving the national scholarship system that has greatly expanded the educational welfare budget. The argument of this study can be summarized as follows: First, under democracy, even under the hostile political environment, it is possible to achieve limited reforms through cooperation with the oppositional allies within the political institutions. Second, political and social reactions to the movement and its issues break out, however, when election competition is intensifying and, therefore, it becomes substantial for the political interests of institutional political actors whether they accept or suppress the demands of the social movements. Lastly, social movements can maximize their impact by using concentrated and assertive mobilization strategies that fit such favorable political environments.

국문 초록 (Abstract)

복지정치 연구의 많은 선행연구는 정치제도와 문화환경 등 다른 조건이 동일할 때 복지국가 발전을 설명하는 주된 요인이 노동계급의 조직력과 진보정당의 집권이라고 간주해왔다. 그러나 노동조합과 진보정당이 역사적으로 취약한 사회에서 복지국가 발전의 경로는 그와 다를 수 있다. 이 연구는 정치제도 외부의 행위자인 사회운동이 보수정당을 포함한 제도정치 행위자에 영향을 미쳐 제도개혁을 성취하는 경로의 고유한 정치과정을 분석한다. 이론적으로는 운동전략과 정치환경, 제도정치 행위자의 상이한 조합이 운동의 효과에 미치는 영향을 강조하는 정치매개모형에 기초하여, 2008년에 시작되어 2011년에 절정에 이른 반값등록금운동이 등록금 인상률 상한제, 취업 후 상환 학자금대출제도, 그리고 교육복지예산의 획기적 증액을 가져온 국가장학금 제도를 성취한 과정을 분석한다. 이 논문은 첫째, 민주주의 하에서는 운동에 적대적인 정치환경 속에서도 제도정치 내부의 동맹자와 연대하여 제한적 개혁을 이루는 것이 가능하지만, 둘째, 운동과 그 이슈에 대한 정치사회적 반응이 폭발하는 것은 무엇보다 선거경쟁이 격화되어 운동의 요구를 수용하거나 억압하는 것이 정치적 이해관계에 실질적 영향을 미치게 될 때이고, 셋째, 사회운동이 그러한 정치환경에 조응하는 집중적, 공세적 동원 전략을 구사할 때 제도정치 행위자의 반응을 극대화할 수 있다고 주장한다.
