융합시대의 통신과 방송의 보편적서비스 정립방안에 관한 연구

다국어 초록 (Multilingual Abstract)

In the era of convergence between broadcasting and telecommunications, a new paradigm of universal services is required. A separate universal service concept for broadcasting and telecommunications should be integrated into one so that universal service regulation should function in terms of market mechanism. That is, universal service regulation in the era of convergence should be changed to comply with market mechanism. This does not indicate we should abandon traditional goals of universal service regulation, but should replace existing regulatory intervention with market mechanism.
