It is time for our country to shift to the carbon neutral age in response to the climate change now. Our country is also expected to be included in the list of countries to reduce the greenhouse gas (GHG) in 2013~2017 according to UNFCCC (United Nations Framework Convention on Climate Change). As preparations for the carbon neutral through the carbon reduction are very poor under such realities in our country, it is necessary to arrange measures for the carbon reduction in accordance with the obligatory reduction in the future.
This study subsequently aimed at suggesting plans to apply district unit plans from deriving the planning elements for the realization of carbon neutral cities through the existing literature, while examining the current domestic and foreign trends of policies based on examinations on the domestic and foreign situations along with considerations of concept for the carbon neutral.
Findings of this study can be summarized and arranged as follows.
First, it suggested necessities by identifying the concepts and meanings of carbon neutral, carbon neutral city and incentive for incentive plans to realize carbon neutral cities.
Second, it identified policies in Seoul, metropolitan autonomies, cities and counties in our country while examining how the carbon neutral has been carried out in other countries through domestic and foreign examples and literatures in terms of each nation's policies, national level, city level and company level. In addition, it analyzed the recent trends and directions to apply incentives through the preceding studies for the carbon neutral and incentives.
Third, it derived the planning elements to ensure the carbon reduction and carbon absorption through the exiting studies while analyzing them under divisions with respect to ① energy reduction, ② resources reduction, ③ green zone, and ④ water resources. The planning elements with prominence in the carbon reduction and carbon absorption were selected as important planning elements by calculating the developing cost per unit area (㎡) as well as the analysis of effects on the carbon reduction and carbon absorption from such planning elements derived as stated above.
Fourth, it discussed incentive plans for district unit plans upon the introduction by the planning elements along with the applicable facilities by each planning element on the basis of important planning elements in order to realize carbon neutral cities. As a result, it could derive 7 important planning elements including ① photovoltaic energy, ② solar energy, ③ geothermal energy, ④ passive solar system, ⑤ ecological park, ⑥ vegetable garden, and ⑦ roof afforestation.
Fifth, as a result of analysis on incentive plans by applying the derived planning elements, they were widely applicable through ① incentive for floor area ratio and ② granting additional points upon bidding. The analysis on the application plans included that the incentive for floor area ratio was done through benefit analyses while the additional 0.1 point is granted for about 10 million won of developing cost in a year. The application plans were also considered that a range of the additional point from 0.1 to 9.0 points in three years were differently granted depending on cost along with the mitigation of standard floor area ratio from 0.5% to 5% based on the planning elements possible of introduction for individual houses in a block type, dwelling house communities and commercial facilities.
Recently, studies have been actively carried out on the introduction of carbon point system, afforestation to reduce carbon, activation of public transportation, and use of new and renewable energy to realize carbon neutral cities in relation with the climate change even in our country. This thesis has its significance in that it provides a preceding study for the future plans by identifying expenses for the carbon reduction and carbon absorption, and subsequent developing cost through data from the literature and professional consultations while deriving the planning elements for carbon neutral cities by reflecting such intents.
