警察과 民間警備의 協力防犯活動에 關한 硏究 = (A) Study on the crime prevention of cooperation strategies between police and private security

During the past 30 years or so, Korean society has undergone a drastic social change. Industrialization has taken place with an unprecedented speed and simultaneously urbanization has taken place with a great rapidity as well. These two social processes have inevitably brought about social structural differentiation and complexity which in turn have caused hightened social tension and conflict. In other words, these social tension and conflict have ledas various forms of socially unacceptable behaviors among individuals as well as among social groups.
naturally, crime which has increased greatly become one of the major social problems.
Crime has been conventionally recognized as "something" to be prevented and controlled by public law enforcement. However, the rate of crime increase has been so rapid that public law enforcement alone could not effectively control the ever increasing and diversified crimes in our society.
As a result, lack of personal security or security "vacuum" has come about. Because of limited police capacity, the only alternative to fill this vacuum is to develop strategies and program to more effectively utilize the extension resource of private security and police in their respective roles in crime prevention and control. The alternative means that cooperation strategies between police and private security.
In order to fulfill the objective of improving and increasing mutual cooperation between private security and police, first of all, it is necessary to analyze and identify the developmental history of both American and Japanese private security trends in the 21C in view of the fact that the history of private security in Korea is very short and that concerning material and data is almost none.
Next, while seeking a viable alternative strategies between private security and police in order to establish effectively working relationship, we put an emphasis on four practical strategies which had taken into consideration the present nature of between private security and police, legal and institutional constraints that function as a barrier to the development of security personnel, and potential social resources.
Those four strategies areas follow : ⑴ strategies to better recruit and educate private security personnel, ⑵ strategies to lay out legal and institutional mechanisms, ⑶ strategies to increase interaction between police and private security, and ⑷ strategies to establish crime response system and first aid programs.
Finally, the writer hopes that this study lay the foundation for design and implementation of program for the most effective use of public and private sector resources in our society's efforts to control crime and establish a safe private environment for its citizens.
