비영리민간단체 활성화 방안에 대한 지방자치단체의 역할 연구 : 부산지역 다문화단체를 중심으로

국문 초록 (Abstract)

비영리민간단체 활성화 방안에 대한 지방자치단체의 역할 연구 -부산지역 다문화단체를 중심으로- 국제학과 김 지 애 지도교수 황 기 식 김 대 중 글로벌 네트워크화된 전 지구적 이주 현상으로 한국도 다양한 형태의 체류 외국인이 지역사회에서 선주민과 어우러져 공존하고 있다. 정부에 서는 지역에 뿌리 내려 거주하고 있는 이주민을 지역사회 일원으로 정주 시키기 위한 사회통합 방안을 마련하기 위해 노력하고 있으나, 여러 정 책적 한계에 봉착한 실정이다. 본 연구는 급속한 다문화 지원정책과 체계의 발전 가운데 정부 지원 다 문화 기관 역할의 한계성에 대한 문제 제기로 시작되었다. 체류 외국인 이 급증하고 다양화되면서 다문화정책과 지원사업에 대한 쟁점이나 문제 점도 더욱 복잡한 양상으로 전개되고 있는 현실에, 이들과 공존하기 위 한 방편으로 지방자치단체의 역할개선 및 확장 구현을 통한 비영리민간 단체의 활성화 방안을 제시하고자 하였다. 정부의 다문화 정책이 구체화 되기 이전부터 체류 외국인의 사회 적응을 지원하고, 이들의 권익을 보 호하여 사회적 통합에 기여하는 매개체 역할을 하며, 다문화사회로 전환 과정의 주요 임무를 수행하고 있는 민간다문화단체의 활성화 방안에 대 해 재조명하고자 하는 것이다. 지방자치단체와 민간단체의 협력은 다문 화사회에서의 효과적인 정책 실행을 위해 필수적이지만, 현재의 정책적 지원은 체계적이지 않으며, 비영리단체가 처한 현실적 문제를 충분히 반 영하지 못하고 있다. 본 연구는 비영리민간단체와 부산시 지방자치단체 간의 협력체계를 제도적으로 어떻게 구축할 수 있을지에 대한 구체적인 방향과 정책적 논의를 살펴보았다. 이를 통해 민간다문화단체와 부산시 지방자치단체 간 상호보완적 협력모델을 제안하고, 이들 단체가 지속적 인 활동을 할 수 있는 토대를 마련하는 데 의의를 두고 있다. 이는 장기적으로 체류 외국인의 안정적인 사회정착과 더불어 한국 사회 의 다문화 수용성을 제고하는 데 중요한 역할을 할 것으로 보인다. 민간 다문화단체는 다문화가족과 이주민을 지원하고, 이들의 사회 적응과 통 합을 도와주는 다양하고 유연한 실질적 프로그램을 운영하며, 다문화공 동체 형성을 촉진하는 데 기여하고 있다. 그러나 자금 부족, 전문인력의 한계, 지방자치단체의 정책적 지원 부족 등 다양한 문제로 인해 지속적 인 운영에 어려움을 겪고 있어 민간다문화단체의 활성화를 위한 방안이 절실히 요구된다. 이에 본 연구에서 민간다문화단체 활성화를 위한 쟁점으로 첫째, 부산 시 지방자치단체의 다문화 관련 조례 내용에 대한 문제점을 도출하였다. 둘째, 로컬거버넌스 협의체 구성 방안을 제시하고 셋째, 민간다문화단체 의 예산지원에 대한 펀드 기금조성에 대한 지방자치단체의 역할을 요구 하였다. 넷째, 과도한 비영리민간단체의 난립에 대한 문제를 제기하며 민간다문화단체 활동을 위한 등록 과정의 재정비로 단체의 역량을 강화 하며, 더불어 민간다문화단체 위원회 구성을 제시하였다. 이러한 쟁점 사항에 대한 실증적 개선방안을 도출하기 위하여 민간다문 화단체에 대한 설문조사와 다양한 형태로 운영되는 다문화단체 대표와의 인터뷰를 통해 이들 단체가 직면한 현실적 문제점과 지방자치단체와의 관계 현황을 분석함으로써, 활성화 방안에 대한 구체적 논의를 하였다. 본 논문이 지방자치단체 조례를 중심으로, 민간다문화단체와의 거버넌 스 형성, 펀드 기금, 등록 과정 재정비에 대한 논거를 제시한 것은 선행 연구와 차별화되는 부분이며, 이러한 논의가 향후 급증하는 체류 외국인 이 지역주민과 공존하는 데 있어서, 지역사회에서 비영리다문화단체의 역할이 호혜적 방향으로 나아갈 수 있는 다문화사회 문제해결의 단초를 제공하기를 기대한다.

With the global phenomenon of migration leading to a networked world, South Korea is experiencing diverse forms of foreign residents coexisting with the local population. The government is making efforts to create social integration measures to settle immigrants living in the region as members of the local community; however, it faces various policy limitations.
This study began with the recognition of the limitations of government-supported multicultural organizations amid the rapid development of multicultural support policies and systems. As the number and diversity of foreign residents continue to rise,
issues and challenges regarding multicultural policies and support programs have become increasingly complex. Therefore, the study aims to present activation measures for non-profit civil organizations through improving and expanding the role of local governments to coexist with these populations.
Before the implementation of the government's multicultural policies, private multicultural organizations played a mediating role in assisting the social adaptation of foreign residents and protecting their rights, contributing to social integration and fulfilling key duties during the transition to a multicultural society. This study aims to shed light on the activation measures for these private multicultural organizations. While collaboration between local governments and private organizations is essential for effective policy implementation in a multicultural society, the current governmental support is neither systematic nor adequately reflective of the real issues faced by non-profit organizations.
This research examines concrete directions and policy discussions on how to institutionally establish a cooperation system between non-profit civil organizations and the Busan Metropolitan government. Through this, it proposes a complementary cooperation model between private multicultural organizations and the Busan Metropolitan government, emphasizing the importance of laying a foundation for their sustainable activities.
Ultimately, this is expected to play a significant role in promoting the stable social settlement of foreign residents and enhancing the multicultural receptivity of South Korean society.
Private multicultural organizations support multicultural families and immigrants, operating a variety of flexible and practical programs to aid their social adaptation and integration while fostering multicultural communities. However, they face various challenges, including financial constraints, limitations in professional personnel, and insufficient policy support from local governments, leading to difficulties in sustaining their operations.
In this regard, the study identifies several issues for activating private multicultural organizations: First, it identifies problems within the multicultural-related ordinances of the Busan Metropolitan government. Second, it proposes the establishment of a local governance council. Third, it stresses the role of local governments in creating a fund for budget support for private multicultural organizations. Fourth, it raises concerns about the excessive proliferation of non-profit organizations and suggests reorganizing the registration processes for these organizations to strengthen their capabilities while proposing the establishment of a committee for private multicultural organizations.
To derive empirical improvement measures for these issues, the study conducts surveys of private multicultural organizations and interviews with leaders of various multicultural organizations to analyze the real challenges they face and the current state of their relationships with local governments, facilitating specific discussions on activation measures.
This thesis differentiates itself from previous studies by presenting arguments regarding the formation of governance with private multicultural organizations, fund creation, and the reorganization of registration processes, focusing on the local
government's ordinances. The research aims to provide insights that can help in addressing multicultural social issues, fostering mutual direction for the roles of non-profit multicultural organizations in coexisting with the increasing number of foreign residents within local communities.
