In the process of industrialization and urbanisation since the 1970s, projects that had been implemented under separate laws, such as redevelopment and reconstruction projects, were enacted in December 2002 to implement the Act on the improvement of urban areas and residential environments from July 2013 as mass-supplied houses became dilapidated and needed to be systematically and efficiently readjusted, and also the Busan Metropolitan Government promoted development by announcing 478 redevelopment, reconstruction, urban environment readjustment and readjustment projects as of September 21, 2005 by establishing a basic plan for urban and residential environment readjustment in order to readjust development projects that were indiscriminately dispersed under the relevant laws.
Busan Metropolitan City supplied 30,661 apartments, including 1,894 units of rental houses, through redevelopment projects in 35 areas as of February 2019 as a result of 15 years since the basic urban/residential environment readjustment plan was established in 2005 and also it has contributed to stabilising the housing market by supplying 28,892 apartments through reconstruction projects in 20 zones, supplying 59,553 units in 55 districts in total, and is currently carrying out maintenance projects at 88 redevelopment sites and 30 reconstruction sites.
Therefore, in this study, in order to analyse the efficiency of urban readjustment projects, the current status and cases of urban readjustment projects in Geumjeong-gu, Busan were analysed after the basic plan for urban and residential environment readjustment in Busan in 2005, and the cases of urban readjustment projects that disbanded the combination and completed the project relatively recently were collected and compared and analysed.
To verify the efficiency of the case site, the effectiveness of the classification as public and social aspects and the national finance contribution, those aspects were analysed. In addition, for empirical analysis of the characteristic factors that affect the development profit of the participants in urban readjustment projects, the participation entities were specified to the public and the characteristic elements that would be independent variables were divided into the zone characteristic elements, the project characteristic components, the project characteristics elements, and the fund management characteristic components, and the correlation between the calculated characteristic factors by project area.
In this study, according to the analysis of the effectiveness of the case site, the results showed that, in terms of public convenience, the readjustment of the national infrastructure, such as roads, parks and green areas, was completed at the cost of the combination, and the government was able to provide free transfers or sell the mixed national land in the readjustment zone. In contrast, the social aspect showed the effects of increasing the number of households in the readjustment zone and the supply of rental housing due to the supply of new housing and new housing in urban areas, which are difficult to develop by building new buildings suitable for use instead of old or defective buildings. In addition, in terms of the contribution of the national finance, the effects of the tax burden and various taxes, the payment of taxes on acquisition and registration arising from registration and ownership transfer, and the amount of capital gains tax and registration tax from the resale and transfer of the right of sale and the sale of national or public property in the readjustment zones were shown.
Moreover, the results of a correlation analysis to determine the degree of relevance between development gains, including the combination of business entities, members, and the characteristic factors that may have a major impact on the public's development profit through the implementation of urban development projects are as follows; there was a correlation with advantage between total development profit/㎡ and floor area ratio, net burden ratio, ratio of small to mid-size flat area, general distribution price/㎡, union cost/ ㎡, construction cost/㎡, project cost/㎡. In terms of the development profit of the construction worker union, there was a correlation with advantage from floor area ratio, net burden ratio, floor space ratio of general distribution houses, floor space ratio of small and medium size flat areas, general distribution price/㎡, rental housing sales amount/㎡, business cost/ ㎡. Furthermore, regarding of the public development profit, there was a correlation with advantage from Pre-business housing site area ratio, net burden ratio, small and medium-sized area ratio, general distribution price/ ㎡, member price/㎡, national and public land purchase valuation/㎡, construction cost/㎡.
Therefore, it is hoped that the data of this study will be utilised to improve the efficiency of urban readjustment projects nationwide and lead to further research.
