Until the 1990s, housing development projects and housing reconstruction projects focused on private-led development profits, but urban infrastructure and living environment facilities were insufficient and urban landscape distortion were caused due to reckless development and individual small-scale forms of publicness. As the existing maintenance projects are difficult to improve the residential environment, 82 reorganization promotion districts were designated nationwide on December 30, 2005 to promote balanced urban development by planning and efficiently promoting infrastructure and urban functions. There are 244 redevelopment areas and 117 urban environmental maintenance projects, and 81 sites nationwide have been completed and moved in, and in general, business stagnation and projects in the reorganization promotion area are sluggish.
As the time spent at home increases after the COVID-19 pandemic, interest in residential spaces, not outside, is increasing, and living spaces are also evolving in line with the changed lifestyle of a space where various activities can be done at home. Therefore, this study examined the designation and promotion status of the district through literature data and the notification of the national local government reorganization promotion district, and conducted a survey and analysis to find out the housing preference consciousness among members of the reorganization promotion project.
First, union members lived in apartments of 99㎡ to 132㎡ (30-40 pyeong), and households with couples and children lived together had the highest proportion, and the current occupancy type of housing accounted for 79.9%, which was more self-owned than lease. Second, 99㎡ to 132㎡ (30 to 40 pyeong) was the highest proportion of unit households preferred by union members, followed by specialized households and noise reduction systems, followed by fitness centers and breakfast services. Third, it was found that the members of the current housing area of 99㎡ to 132㎡ (30 to 40 pyeong) preferred the unit household area of 132㎡ to 165㎡ (40 to 50 pyeong) the most when applying for sale, and preferred a slightly larger area than the current residential area. Fourth, as a result of cross-analysis of changes in the preferred unit household area before and after the project implementation approval, the preference for 165㎡ (50 pyeong) or more increased and 66㎡~99㎡ (20~30 pyeong) decreased after the project implementation approval. Fifth, as a result of analyzing the level of awareness of the reorganization promotion project, the highest percentage of respondents said that the reorganization promotion project was necessary for a pleasant residential environment, followed by rising housing prices and expanding infrastructure. The highest percentage of the union's transparency and expertise was chosen to expedite business promotion, followed by real estate policy and deregulation and related laws and systems.
The implications derived from the empirical analysis results are as follows. First, most of the members prefer a slightly larger area than the current residential area, and the specialization of the household plane that makes the most of the available area is the most important. Community facilities, which were in charge of side functions, are recently expected to meet qualitative demands such as breakfast services and automatic food waste disposal systems. Second, in order to expedite the project, district members before the project implementation approval had the highest percentage in the order of real estate policy deregulation, related laws, and system deregulation, while district members after the project implementation approval had the highest percentage of the union's transparency expertise. Since the operation and management of the union has a significant impact on smooth business progress and business feasibility, the members most want the union's transparency and expertise. Therefore, the contractor, a partner of the union, will increase housing satisfaction by reflecting the members' demands for improvement of the residential environment in the design, and local governments nationwide will need to review the Seoul Metropolitan Government's rapid integration plan to promote the project quickly.
