The real estate development industry combines finance and development, and it requires expertise and systematic management to effectively handle various aspects such as business evaluation, construction, sales, and post-sales follow-up. Particularly, with the construction and sale of theme shopping malls and officetels, there have been frequent cases of consumer damage due to false advertisements or fraudulent sales, resulting in significant losses. Therefore, there was a need to establish measures to protect consumers. Consequently, the government introduced the Real Estate Development Business Act in 2007 to regulate and promote the real estate development industry as a specialized business and ensure systematic management and growth.
Since the implementation of the Real Estate Development Industry Act, the real estate development industry has undergone significant changes. Currently, the industry takes into account various systems to meet the needs of stakeholders. However, there is a need to enhance the operational plans and effectiveness of these systems. Therefore, a comprehensive analysis of essential factors for real estate development and the real estate development industry was conducted to achieve the industry's objectives. To accomplish this, the researchers employed a rigorous analysis method known as the Analytic Hierarchy Process (AHP) and ensured consistency by consulting experts in the field.
Therefore, the objective of this study is to formulate a system enhancement plan that promotes the advancement of the real estate development industry by examining fundamental aspects concerning real estate development, registration of real estate development businesses, and the responsibilities of real estate developers.
As a result, the Real Estate Development Business Act identified the order of importance among its factors as follows: management, fostering, and registration of the real estate development business. In the lower hierarchical structure (level 2), comprehensive information management in the real estate development industry, professional qualification for fostering the real estate development industry, and registration requirements for the real estate development industry were found to be the most significant.
To ensure the effectiveness of the system, further examination of unresolved issues and exploration of improvement strategies were conducted. These focused on enhancing the comprehensive management of crucial development information, refining the qualifications for real estate development professionals, and strengthening the registration requirements within the real estate development industry.
