본 연구는 향후 지속적으로 증가할 것으로 전망되는 재생에너지 출력제어 관련 비용을 기존 연구보다 현실에 부합하도록 모델링하고, 이를 발전기 기동정지계획(Unit Commitment, UC) 문제에 통합하였다. 기존 연구에서는 출력제어 비용을 고려하지 않거나, 고정 단가 방식으로 단순화하여 반영하는 경우가 많았다. 그러나 실제 출력제어 비용은 재생에너지 사업자의 기대수익 손실을 기준으로 산정되는 것이 일반적이며, 이는 출력제어로 인해 발생한 손실을 일정 수준 보전하는 정산 제도가 운영되고 있기 때문이다. 이러한 비용 특성을 단순화하여 UC 문제에 반영할 경우, 실제 비용과 모델 간 괴리로 인해 비효율적인 운영 결과가 도출될 위험이 있다.
이에 본 연구에서는 국내 도입 가능성이 높은 계통한계가격(System Marginal Price, SMP) 기반 출력제어 사후 정산 체계를 고려한 출력제어 비용 모델을 제안하고, 이를 UC 문제에 통합하여 정식화하였다. 제안한 비용 모델을 포함한 UC 문제는 혼합정수비선형계획(Mixed-Integer Nonlinear Programming, MINLP) 문제로 정식화되어, 전역 최적해 도출이 어렵고 계산 복잡도가 높다는 한계가 있다. 이를 해결하기 위해 혼합정수선형계획(Mixed-Integer Linear Programming, MILP) 형태로 선형화하는 기법을 함께 제시하였다. 제안한 모델은 Python 환경에서 구현되었으며, IEEE 39-모선 테스트 시스템 기반의 다양한 사례연구를 통해 검증하였다. 본 연구는 향후 국내 SMP 기반 출력제어 보상 제도 도입 시, 사전 효과 분석 등에 활용될 수 있을 것으로 기대된다.

This paper proposes a realistic modeling of renewable energy curtailment costs, which are expected to increase significantly in future power systems, and integrates the model into the unit commitment (UC) problem. Unlike conventional studies that neglect curtailment costs or represent them using fixed unit prices, the proposed approach reflects practical compensation mechanisms based on the expected revenue loss of renewable energy producers. In particular, a system marginal price (SMP)-based ex-post settlement scheme, which is likely to be adopted in Korea, is incorporated into the curtailment cost formulation. The resulting UC problem is formulated as a mixed-integer nonlinear programming (MINLP) model, which poses significant computational challenges. To address this issue, a linearization technique is applied to obtain an equivalent mixed-integer linear programming (MILP) formulation. The proposed model is implemented in Python and validated through case studies using the IEEE 39-bus test system. The results demonstrate the effectiveness of the proposed approach and its applicability for ex-ante assessment of SMP-based curtailment compensation schemes.
