역량단계별 농촌개발사업 현황 및 성과에 관한 탐색적 연구 - 창조적마을만들기사업 진입단계를 대상으로 - = An Exploratory Study on the Current Status and Outcome of the Rural Development Project by Village Capacity - In Regards to the Creative Village Development Project -

다국어 초록 (Multilingual Abstract)

From 2015, The project on the development of rural area has been converted to sequential projects, adjusted by competency stage, through systematic reform. As it is assumed that the initial phase of the ‘Creative Village Development Project’ will approach the maximum complete region towards the end of 2019, an examination and monitoring of the overall process of the project is crucial before proceeding to the superior phase. Thus, the project examines the business procedures for the complete region that completed the entry phase of the Jeollanam-do Province ‘Creative Village Development Project.’ The project, with the aid of fundamental investigations and interviews, examines the projcet procedures in the perspective of understanding the current state of the complete region project procedures, along with inhabitants’ participation and satisfaction, managing organization and activity, administrative control and networking; the achievements and limitations were figured out accordingly. The achievements and limitations drawn from the corresponding fields of shared culture welfare, experiential revenue, and scenery environment are evaluated and proposed. Above all, in the preliminary stage, the education and competency reinforcement process needs to be investigated. The preliminary stage is followed by the scheme establishment stage, in which the competency stage implementation and resolutions to improve inhabitants’ participation is required. In the final stage, superior phase implementation is demanded for the stipulation of post-management system in organizations, facilities, and etc. and for the inspection of the performance and accomplishment of the competency reinforcement project, which is suited to each field of the business stage.
According to these sequential inspection results, frequent examination of the project as well as other succeeding measures such as monitoring process through the utilization of an expert is needed for quantitative and qualitative evaluation index development for different fields and effective/efficient preparation of post-management system.

국문 초록 (Abstract)

2015년부터 일반농산어촌개발사업은 체계 개편을 통해 역량단계에 맞춘 단계별 사업방식으로 전환되었다. 진입단계 창조적마을만들기사업이 2019년 말 사업완료지구가 최대치에 이를 것으로 예상됨에 따라 상위단계 이행전 사업 전체 과정에 대한 점검 및 모니터링이 필요하다. 이에 본 연구에서는 중간점검 관점에서 전라남도 창조적마을만들기사업 진입단계를 이수한 완료지구에 대해 사업 추진과정을 살펴보았다.
기초 조사와 면접 조사를 통해 완료지구 사업추진 현황 파악과 주민참여와 만족도, 운영조직 및 활동, 운영관리 및 네트워킹 측면에서 점검하였고 이에 따라 성과와 한계를 파악하였다. 공동문화･복지, 체험･소득, 경관･환경 각 분야별 사업 단계 과정에서 도출된 성과와 한계를 파악하고 이에 대해 제언하였다. 우선 예비단계에서는 그간의 교육, 역량강화 과정에 대한 점검이 필요하다. 다음으로 계획수립단계에서는 중장기적인 계획 따른 역량단계 이행과 주민참여를 높이기 위한 방안이 요구된다. 또한 완료단계에서는 조직이나 시설물 등에 사후관리 체계 명문화를 비롯해, 분야별 사업단계에 맞는 역량강화사업의 실적 및 성과에 대한 점검에 따른 상위단계 이행되어야 한다. 이러한 단계별 점검 결과에 의하면 분야별 정량적, 정성적 평가지표 개발과 효과적인 사후관리 체계 마련을 위해 사업의 상시 점검 및 전문가 풀 활용을 통한 모니터링과정 등도 후속되어야 할 것이다.
