The purpose of this study is to descript the teacher work culture of the elementary school. In order to find out the reason why 'ideal teaching activity' and 'suitable teaching activity' are different - the one is something that teachers think ought to be done and the other is something that is actually done in a classroom, we must understand the point of view of school society members from the hermeneutic or interactive view. The methods used in this study are concentrative participation observation and interview, as well. Interview is also used as a device of aid. In process of participation observation, I collected many document materials of the "S"school and analyzed them. The target school is S public elementary school, located at Shincheondong in Taegu. The socio-economic level of the vicinity of the school is very low, in this reason, most teachers of S school come here in the contrary of their will. The result of two year's participation observation is summarized like this ;
For one thing, there are two kinds of teaching in the classroom. One is 'well-done teaching', an ideal teaching and the other is 'usual teaching', related with students' achievement in the exam. Ususl teaching means suitable teaching activity. Although they all are eager to do the ideal teaching mode, they are forced to do the teaching for preparation of the exam. The reason, in truth, is that students' marks in the exam is very important social reality in the elementary school.
Secondly, teachers are bothered by much work because they take charge of the business of the teacher in charge and one more over departments in the school. So, as times of the first appointment go by, they don't think that the instrucion is teacher's only work. They are acccustomed to manner of disposal of school work, which is that they dispose of many things simultaneoulsy. The center of the elementary school operation is 'same grade' and same grade teacher have strong 'we consciousness'. Burden of uniform overweight works and different assignment of works by ages cause teachers to have the consciousness that they would like to do 'really necessary' work only and do this 'not carefully', with weakened sense of responsibility due to circulating workers.
Thirdly, the elementary school teachers' principle of child control is based on the belief that teacher have to implant absolute obedience in students' mind. Teacher's influence over child control is absolutely great. A different rule is applied between teachers and students and that is taken for granted among members of school society.
The conclusion of this study is that we must reform our education and curriculum, in order to cut off the vicious circle of education which force teachers to concentrate on injection of uniform knowledge. We have to make efforts so as to restore the essential mode of education that students are the subject of educational rights.
